Business Intelligence Team Leader Responsible For:

HDRC Development Team including, HDRC Research and Insight Manager, HDRC Community Engagement Manager, HDRC Senior Research and Insight Officer and other staff relating to projects.

Subject to success of year 1, the HDRC team and project will accommodate additional posts in years 2-6. Developing and training other staff in wider determinants of health research.


Key Relationships/ Liaison with:

All members of the Public Health Department Senior managers in the ICS/ICB Senior managers across Leicestershire County Council Relevant University Research Teams and Staff Other HDRC Teams across the Region and country.


Key analytical staff in the health Commissioning Support Unit Hospital Trusts Job Purpose To lead the Health Determinants Research Collaborative Team for Leicestershire.

To lead the HDRC Development year to ensure a successful transition to a full 5-year HDRC programme.

To implement the Development Year Project Plan including production of a research environment plan, research workforce development strategy, community engagement arrangements and research governance plan.

The provision of research and related business intelligence relating to wider determinants of health and public health.

To report to the HDRC Management Group and other senior groups on project progress

To create sustainable infrastructure for developing and delivering co-produced research including access to evidence, finance, ethics approval and research governance.

To develop governance structures so that research and participation is transparent, justified and in line with GDPR, HDRUK, ICO and NIHR research policies and guidelines.


To establish a research ready network of communities, stakeholders and elected members and build capacity in community co-production to provide a gateway into seldom heard and under-served communities.

To ensure that the County and HDRC is a leader in co-produced research that is done with not to our communities.

To support culture change in using research and business intelligence Main Duties and Responsibilities Corporate 1.

In line with the Councils policies and values, lead the development and delivery of a customer focussed, high quality HDRC Research Project Team and Development Year Plan.


  • Provide high quality business intelligence advice and support to LCC Members (including the relevant Lead Members, Cabinet and Scrutiny) and officers (specifically Corporate Management Team, Public Health Department, Departmental Management Teams and the HDRC Project Board) through appropriate communication and dialogue. 3. Support organisational culture change through high quality research that drives innovation, service transformation and continuous improvement.
  • Ensure that Equality, Diversity and Human Rights considerations are an integral part of providing HDRC research and intelligence to support policy development, service delivery and transformation activity. Main Duties and Responsibilities General 5. Operate as an effective and pro-active HDRC relationship manager/business partner with LCC Departments and HDRC partner agencies 6.


Identify opportunities to promote research and evidence-based decision making relating to the wider determinants of health throughout the organisation, including supporting managers to ask the right questions at the right time.

Identify opportunities to improve the relevance and efficiency of research and related business intelligence activity and to champion evidence-based decision making.
