Main duties of the job


You will work in the Data Engineering and Enablement Division that reports into the Data Operations Directorate, and you will report to the Deputy Director of Engineering and Enablement.


It's an exciting time to join as we seek to create leading Health Protection data capabilities that enable data scientists and data analysts to develop insights that inform public health decisions with resilience platforms and curated data assets.


The core activities of Engineering and Enablement include the ingestion of data sources, building data pipelines, curated data views and data capabilities fused from data, models and software that enable the exploitation of data by analysts, data scientistsand MI teams.


Responsible for UKHSA Data, Analytics and Surveillance Data Quality Strategy and the development of a Data Quality Framework covering the data lifecycle, confirming the data that is critical to UKHSA use cases, and developing metrics to uplift data qualitywith targets and value with ownership agreed with senior leaders.


You will be responsible for the definition of the value of data to UKHSA activities in terms of protecting public health; working with a multiple and senior stakeholders and the data community to adopt the Data Quality Standards and data asset value.


The role holder will also lead a Data quality team to build, operate and continually improve Data quality and the team members will be allocated and embedded to the Engineering DevOps squads who deliver data and capabilities that enable Data Analysts, DataScientists and Reporters to deliver their activities and objectives on services that are resilient, available and performant.

The role holder will therefore need to be adapt at operating within a matrix management environment and providing the data qualityteam with a home profession that embeds data quality into development activities to achieve data by design standards.


The role holder will need to have strong collaboration, influencing and communication skills to engage a wide range of stakeholders to ensure the data capabilities enable the creation of actionable insights to support Health Protection.


The role will provide leadership to the people forming the Data Quality team, maintaining strong morale and providing a clear and compelling guiding framework for their day-to-day activities.

A central part of the role will be the development of team membersand team capabilities including the evolution of the data controls framework for all priority use cases


Person Specification
Expert level understanding of Data Quality concepts, principles and measures.

Passion and positive appreciation of the need for data quality.

Experience of working in an Enterprise Data Management Office or a data related programme or project.


Experience of other data governance principles such as data ownership, master data management, metadata management, reference data, data risk and data privacy.


Essential Criteria:


Experience in Data Management / Data Engineering / Data Governance or IT, with at least two years specifically in data quality management.

Previous hands-on experience working with data (e.g. as a data analyst, data scientist, data engineer, etc.) to understand the nuance of data-related incidents and issues.

Strong communication skills, both verbally written.

Must be able to conduct presentations, including to senior stakeholders.

Be an excellent communicator and collaborator, engaging with multiple technical and business stakeholders and leaders.

Have a track record of remaining technology agnostic.

Ability to communicate, influence and persuade peers and leadership.

Ability to understand the long-term ("big picture") and short-term perspectives of situations.

Ability to quickly comprehend the functions and capabilities of new technologies.

Business analyst skills such as problem solving and critical thinking.

Stakeholder management and networking abilities to develop effective working relationships.

Self-sufficient and proactive attitude managing one's own workload.

Understand how poor Data Quality impacts business outputs and objectives downstream.


Desirable Criteria:


  • Experience in agile product management
  • Experience of working with data in the healthcare sector would be advantageous.
