The Infrastructure and Projects Authority (IPA) is the government's centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry.

We support the successful delivery of all types of infrastructure and major projects; ranging from railways, schools, hospitals and housing, to defence, IT and major transformation programmes.

We lead the project delivery and project finance professions across government.

Job description:


The role of the Leadership and Learning Team is to increase the capability and build capacity of project leaders and project professionals across government, through the delivery and consistent provision of world class project leadership learning, a comprehensive package of leadership training products and a new Project Delivery learning curriculum.


The Leadership and Learning Support will help manage the delivery of our world class leadership and learning programmes, including the Major Projects Leadership Academy (MPLA), Project Leadership Programme (PLP) and Orchestrating Major Projects (OMP).


The purpose of the MPLA is to support Senior Civil Servants to succeed personally and professionally and improve their ability to lead major projects.

The MPLA has been established by the IPA to transform the implementation of Government policy through world-class delivery of major projects.

PLP is an APM accredited leadership programme, created as a sister programme to MPLA. This programme is designed to combine expert academic theory with practical hands-on learning.


The OMP programme was launched for government's most senior leaders and decision makers, such as Directors General and Chief Executives in departments who influence the wider operating environment to enable project success.

OMP facilitates these leaders to examine how the major projects operating environment is shaped to enable project success.

This role reports into the HEO Leadership and Learning Coordinator.


Person specification:


Responsibilities
The role of the EO Leadership & Learning Support is to lead on some of the following programme activities and provide support to the team on all other processes, events and activities including (but not exclusively):

  • Supporting the running of the leadership programmes, including coordination of assessment panels, speaking engagements, graduation events and managing any concerns that arise
  • Liaising with Private Offices to book senior officials, internal and external, to speak at programme events and drafting briefing materials
  • Managing and analysing participant data for all programmes, ensuring compliance with GDPR regulations
  • Managing programme inboxes ensuring all enquiries are dealt with in a timely and professional manner
  • Building and maintaining ongoing relationships with programme suppliers (currently Cranfield University and Oxford Saïd Business School)
  • Building strong networks with key internal and external stakeholders e.g. across IPA, wider Cabinet Office, Departments, Participants and Providers
  • Leading or supporting the delivery of events and key activities to promote engagement with the programmes across the government project delivery profession e.g. alumni events
  • Supporting all other day to day operations of the programmes and undertaking some general administrative task
