Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our MoD commercial team delivering departmental objectives.


Job description:

The Deputy Head of Commercial Planning will support the Head of Commercial Planning in developing the long-term commercial strategy for the RAF and short-, medium
- and long-term demand planning. You will be working with senior military & civilian stakeholders, converting complex requirements into a cohesive future that is grounded in Category Management.


You will lead a team of highly capable commercial professionals providing leadership, commercial expertise and relationship building skills to build a clear picture of demand and the resources needed to support and deliver it.


You will be supporting the development of the future RAF commercial strategy, central to our business operations, so a strategic focus and ability to see the bigger picture is a must.

Knowledge of Category management principles and the ability to articulate these to non-commercial stakeholders is essential in this role.


This role provides a unique opportunity to work as a commercial leader within RAF HQ, leading delivery of a multi-billion-pound strategic business priority activity that will enable the next generation Royal Air Force.

You will get insight and build knowledge and expertise into the way the MoD and government operates, with a new experience and learning around every corner.


The role sits on the Air Commercial Senior Management Team and Commercial Strategy Hub Management Team, in addition to your immediate area of responsibility you will also play a wider leadership role across Air Commercial, supporting continued commercial transformation within Air Command and MOD as well as contributing to wider government commercial initiatives.

Person specification:


  • Operate as part of the Air Commercial Senior Management Team, working collegiately to deliver Air Commercial's leadership objectives
  • Lead on the development of demand and resource planning across Air Commercial, working closely with stakeholders and delivery teams
  • Accountable for the ongoing implementation of Air Command's Category Management operating model
  • Lead on the development of new Air Command Category Strategies and provide direction for the development of strategies with Delivery Agents
  • Assist in the development of procurement and commercial strategies and routes to market for specific Air Command funded procurement projects where applicable
  • Work closely with the business and broader category management and commercial communities within MOD to drive and embed the necessary changes in behaviors and processes required to maximize the delivery of the benefits from the relevant category strategies
  • Contribute to the Government Commercial Function and the Defence Commercial Function through participation and support of key initiatives
  • Commercial duties associated with grade, as business need requires
