Main Purpose

This position will be developmental from S-07, S-09, S-11 and then the target grade of S-12. All training must be completed, and regulatory requirements met prior to promotion.
The position entails the purchasing of supplies and services for RAF Menwith Hill.

Employee will provide business advice, perform all pre-award, and post-award functions for a wide variety of acquisitions, using a wide range of contracting methods and types.

Employee will plan acquisitions for standard or specialized supplies/services, commodities and/or construction contracts where specifications are standardized within established competitive or sole source markets.

Responsibilities will include developing solicitations/request for quotes, evaluating responses, making award recommendations, monitoring contract performance, performing contract administration, providing advice and assistance to others relating to contracting work, and preparing correspondence.

Employee will be assigned various customer purchase requests requiring the ability to work with vendors to obtain quotes for supplies and services.

Employee will conduct evaluation and negotiation of proposals from potential contractors/vendors.

Employee will also work with the vendors to resolve issues pertaining to the contract to include delivery, invoicing, and payments.

Lastly, employee will participate in purchasing related training, as required and/or approved by the supervisor.


Professional knowledge of commonly used contracting methods and contract types for contract actions that are well defined and well presented.

Knowledge of directly applicable Federal contracting laws, regulations, policies, and procedures is highly desirable.

Knowledge of business practices and market conditions as they relate to program and technical requirements to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.

Basic requirements for all levels _
The employee is required to hold a bachelor's degree.

In addition to the basic requirements, you must meet ONE of the following:_
S-07 Level: Hold one full academic year of graduate education, law school, or superior academic achievement.
S-09 Level: Hold two full academic years of progressively higher-level graduate education or hold a master's degree -OR

  • Have one additional year of experience performing recurring and developmental contracting assignments in the award, administration, and closeout of contracts for goods and services assuring that all activities performed comply with applicable procurement regulations.
S-11 Level: Hold three full academic years of progressively higher-level graduate education - Ph.
D.

or equivalent doctoral degree - OR - have one additional year of experience performing development of solicitations, evaluation of bids or offers submitted, analysis of industry pricing practices, perform contract administration, perform market analysis, prepare and issue solicitation documents.

S-12 Level: Hold three full academic years of progressively higher-level graduate education - Ph.
D.

or equivalent doctoral degree - OR have two additional year of experience performing development of solicitations, evaluation of bids or offers submitted, analysis of industry pricing practices, perform contract administration, perform market analysis, prepare and issue solicitation documents.

Position will be on a fixed schedule, Monday to Friday Although on occasion may be required to work overtime.
Must be able to obtain and maintain an appropriate security clearance.
May be required to travel by military or commercial aircraft in the performance of temporary duty (TDY) assignments.
