Job Purpose

To support Facilities Services Head of Frameworks and Contracts by providing a full range of professional contract surveying and valuation services relating to the management of maintenance and minor works frameworks and contracts.

Lead the function of Contracts Supervisors and Administrative resources in ensuring commercial and contractual compliance with Contract provisions; monitoring progress to agreed programmes of work ensuring quality performance against Key Performance Indicator (KPI) mechanisms and value for money standards are recorded and maintained.

Ensure commercial management of contractor accounts in accordance with Contract provisions and KPIs.


Main Duties and Responsibilities

Surveying, Planning and Measurement

  • To lead, plan and prioritise an effective and efficient pre and post contract surveying service to support the delivery of maintenance services and minor projects; ensure preparation of all contract documentation.
  • To effectively plan workloads and organise several professional colleagues undertaking contract management functions (on other specific specialist categories) to ensure work is integrated and coordinated in line with operational plans and budget forecasts.
  • To lead input to develop and implement a structured and consistent approach to scheduling, valuations and payment certification in line with audit requirements.
  • To provide a comprehensive and professional estimating service across a diverse range of estates functions. Develop and maintain standard pricing information to support managers, supervisors, administrators, budget holders and help desk staff in addressing frequently addressed questions from University customers.
  • To develop repair solutions and prepare schedules of work, working with other technical staff/external consultants as required.
  • To support the Frameworks and Contracts Performance Manager in recording and managing KPIs including incentivisation / gain share mechanisms. Support the appropriate introduction of balanced KPI mechanisms where these are not in place.

Procurement

  • To lead and support the preparation and development of detailed specifications and tender documentation in liaison with specialist technical staff and/or external consultants.
  • To instruct/commission tender action for various service and works contracts; review and analyse tender returns, provide guidance and direction where queries arise; prepare reports on tender outcomes and make recommendations for contract awards.
  • To manage the estimate/quote process and procedures within delegated authority levels, review and analyse returns and prepare reports along with recommendations for appointments.

Compliance

  • To support the Head of Frameworks and Contracts in the development and delivery of an overarching contract management strategy in accordance with University standards, ensuring contracts are well aligned, well managed and performing well.
  • To maintain management systems and procedures for the monitoring of external contracts, in line with University Data Management Protocols, record key performance indicators, highlight areas of noncompliance and work with the Performance Manager collaboratively to ensure that contract compliance issues are resolved effectively.
  • Lead on the initial resolution of disputes and contractual claims in a professional manner, escalating complex claims where required to the Head of Frameworks and Contracts, Procurement Office and/or legal advisers.

Risk

  • Manage the review and maintenance of the Frameworks and Contracts risk register in conjunction with the Project Management Office (PMO); systemically assess, track and mitigate potential supply and other risks to achieve supply chain performance agility and resilience.

Other

  • To establish and maintain links between the asset register and planned scheduled maintenance contracts, aligning information with CAFM systems. Instruct change control and/or compensation events to amend contract scopes and/or specifications to reflect the changing asset list of the University.
  • To maintain personal and professional development to meet the changing demands of the job, participate in appropriate training/development activities and encourage and support staff in their development and training;
  • To deputise for the Head of Frameworks and Contracts as may be required.

Knowledge, Qualifications, Skills and Experience

Essential-A2 Evidence of Continuing Professional Development relevant to role
A3 Thorough knowledge and understanding of construction and maintenance forms of contract, standard terms and warranty arrangements
A4 Thorough knowledge of contract law
A5 Thorough knowledge and understanding of all aspects of construction and maintenance practices, particularly within a large complex and dynamic built environment
A6 Thorough knowledge and understanding of Risk Identification, Management and Mitigation
