40 hours per week

Salary £33, £34,692.59


HTS (Property & Environment) Ltd provides Housing Repairs & Maintenance and Environmental Services for the tenants and residents of Harlow.

We are seeking an enthusiastic and experienced Supervisor to work in our Street Cleansing.

You will be responsible for staff management and the supervision of all street cleansing works, ensuring the high standards of service and departmental Performance Indicators are achieved.

Also, you will be responsible for planning the work for your team in accordance with contract specifications and health and safety policies and procedures, ensuring that all equipment is used safely, efficiently and effectively, and maintained in good working conditions.


You will have proven supervisory experience and practical experience in a street cleansing discipline along with technical competence in street cleansing.

You must be highly organised and able to complete administrative tasks in a timely manner.


It is essential that you can communicate effectively, as well as work well within a team and on your own using your own initiative.

Good IT skills are essential (e.g., Microsoft Office). You will be responsible for accurate recording and maintaining of work and staff, health & safety records.


There is a requirement to work additional overtime hours, including weekends, as and when required and you must hold a full valid UK driving licence.

MAIN DUTIES AND RESPONSIBILITIES

Operational Works Planning/Direction and Staff Management

  • Daily operational supervision of all aspects of the Street Cleansing Team including planning, organising, and controlling the work of employees. Day-to-day supervision of the Street Cleansing Team; Apprentices; Agency Workers; Contractors and Work Placement Students.
  • Assist in employee management processes including; selection of staff and the induction of new employees, sickness absence management in line with HTS policies and procedures and initiation / assistance with disciplinary action.
  • Establish and maintain working relationships with employees. Encourage, motivate, and develop staff. Carry out employee appraisals and on-the-job training as required.
  • Establish and maintain relationships with Line management, Environmental Managers, and other Departments.
  • Establish and maintain relationships with members of the public. Deal with queries and complaints, resolve site issues and provide information about the service delivered. Work alongside Business support to reduce, investigate and resolve complaints
  • Deputise for Line Management as required and attend meetings as and when required.

To Support the Efficient and Effective Use of Resources

  • Raise orders for goods and services according to HTS procedures. Check delivery notes and invoices for accuracy. Acquire materials, equipment, and machinery. Deliver to site as required.
  • Utilise resources accurately, ensure good stock control and sufficient resources for all street cleansing operatives. Contribute to the control of resources and minimise waste.

Equipment, Plant and Tools

  • Make recommendations for the use of resources and explore new technology and equipment. Contribute to the assessment of new machinery and methods of work to optimise productivity.
  • Ensure that plant, equipment, and tools are maintained in good condition and properly used. Make regular inspections and take corrective action as necessary. Maintain records of plant use.
  • Ensure that all vehicles, machinery, tools, and equipment are secure and properly maintained.
  • Be aware of legal requirements and safety regulations in respect of the vehicle or item of plant. Initiate appropriate training as required. Maintain staff competence and current requirements for appropriate standard.

Records Maintenance and Management Information

  • Accurate maintenance of management records including staff, work, and health and safety records; inventories and expenditure. Ensure allocated budgets are monitored.
  • Contribute to the collection of contract related data and customer / resident surveys. Collate data and inform/advise others as required.

Performance and Attainment

  • Contribute to the attainment of departmental Key Performance Indicators, including the Keep Britain Tidy.
  • Support all auditing and inspections, both internal and external.
  • Make suggestions and support implementation of changes to improve performance.
