    Aboutthe Team

    HM Treasury's GroupFinance Team comprises approximately 50 staff. It includesStrategic Finance, Financial Management, Financial Reporting,Finance Operations and Payroll, and Counter Fraud andRisk.

    We are part ofthe wider Government Finance Function (GFF), which represents andsupports the finance community across the civil service. GFF offersa range of developmental opportunities, resources, tools, andnetworks to support us in ourroles.

    The StrategicFinance team lead on the Department's strategic financial planning,including Business Planning, the Budget, Spending Reviews, and theEstimates. The work involves taking a strategic and fresh look ateverything HM Treasury does, from policy through to operations. Itis therefore very varied and a great way to learn about theDepartment. It also involves working closely with colleagues acrossthe Department and the wider HMT group. As a member of the HMTGroup Finance team, you will be supporting on the departments ownfinances, rather than on wider government public spendingcontrol.

    Aboutthe Job

    In this role, youwill:

    · Leadand co-ordinate the production of HMT's Main and SupplementaryEstimates and Vote on Account based on a sound understanding of thedepartments Departmental Expenditure Limit and Annually ManagedExpenditure position, drafting associated memoranda and briefingSeniors and Ministers as required; working collaboratively with theSpending Team and colleagues across Finance and widerHMT.

    · Act asFinance Business Partner (FBP) to all AME budget holders within theHMT Group, reviewing forecasts, and preparing the monthlymanagement accounts, tailored suitably to an Executive ManagementBoardaudience.

    · Providespecialist financial and budgetary advice, engage with experts,challenge and support HMT colleagues and the wider group to arriveat appropriate, affordable, and timelyrecommendations.

    · Contributeto the work of the wider Strategic Finance team by supporting withthe spending review process and implementation of the agreedsettlement through annual business planning, promotingefficiencies, and managing financialrisks.

    · Understandthe frameworks that govern public finances (e.g., Managing PublicMoney, Consolidated Budgeting Guidance) and ensure plans andproposals are compliant, assisting with the development ofAccounting Officer advice for new schemes wherenecessary.

    · Overseethe HMT group cashflow forecasting and reporting, liaising withcolleagues in Treasury Group Shared Services (AP/AR) and theExchequer Funds and Accounts team asrequired.

    · Directline management responsibility for the EstimatesAccountant.

    You will have a CCAB (orequivalent) qualification; be able to communicate with others in aclear, honest and enthusiastic way in order to build trust,explaining complex issues in a way that is easy to understandinterpret ; consider a wide range of complex financial andnon-financial information, assess risk and draw conclusions toprovide high quality advice and recommendations and actively buildand maintain strong working relationships to achieve sharedobjectives.
