    This role holds operational responsibility for the delivery of the Healthy Child Programme (Health Visiting and School Nurse based services), Family Nurse Partnership and other related speciality teams across Brighton & Hove and West Sussex. The Healthy Child Programme is accessible to all children and aims to improve public health and wellbeing outcomes, with a focus on providing greatest intervention to those that need it most.

    The successful candidate will join an ambitious and high performing Area Management Team, and will work alongside other General Managers to lead and deliver excellent services at the heart of the community across Sussex. The postholder will have the daily operational management responsibility for a team of Clinical Service Managers, each leading locally focused clinical teams.

    Adopting a facilitative approach, and working with clinical leaders, the General Manager will lead on managing performance across the areas, ensuring services are delivered to a high quality, and in a sustainable way, by always keeping the service users at the forefront of decision making.

    Main duties of the job

    They will be working with clinical leaders, and required to convert the clinical strategy into operational delivery through effective leadership of the Senior Management Team, leading by example and facilitating others to achieve their own, and organisational ambitions

    The successful candidate will need to be able to work effectively and collaboratively with other leaders within the area and provide inspirational, visible and accessible leadership across their area empowering and supporting services to be the best that they can be.

    They will need to be an expert in business administration as well as demonstrating a commitment to the quality of care provided by the Trust, and the quality of the outcomes

    Job responsibilities

    People & Personal Leadership

  • To provide inspirational, visible and accessible leadership within the portfolio of services, and across the Trust as required
  • To lead and support the services, empowering them to perform at their best, through the provision of excellent facilitative operational and management support.
  • Working in partnership with the Area Nurse and Professional Leads, ensure that all staff have the required operational and professional support to deliver excellent services.
  • Act as an effective role model for the application of Trust principles and values by promoting a culture of excellence delivered through continuous service improvement and by actively displaying the behaviours associated with the Trusts values.
  • To continuously aim for their own self-development by actively seeking feedback from others, understanding their own strengths and weaknesses and seeking to improve them.
  • Ensuring clinical and operational engagement facilitating and supporting clinical and front-line staff to understand their performance and where necessary develop improvement plans.
  • To establish and maintain effective communication, enabling staff to participate in decision making, promoting a culture in which staff feel informed, valued and have a positive sense of ownership.
  • Maintain effective briefing and updates to the Deputy Area Director and other members of the area team with respect to performance issues, risks and improvement plans.

  • To nurture a culture which promotes and develops clinical operational leadership at all levels and one which embraces a facilitative style of management which actively engages with clinical operational staff in the development of new initiatives and the annual business planning cycle.

  • Quality Leadership

  • Demonstrate outstanding patient commitment by putting the patient at the centre of decision making, and by regularly engaging with patients and service users through regular service visits.
  • Demonstrate a commitment to the quality of care provided by the Trust and quality of outcomes, by supporting the Area Director, and Deputy Area Director in driving innovation, clinical excellence and performance.
  • Effectively prioritise patient safety and experience through building outstanding relationships with clinical staff and teams, and through active engagement with diagnostics which arise as a result of complaints, incidents and serious incidents.
  • Exercise responsibility for ensuring the equality and diversity agenda is delivered and maintained, ensuring compliance with legislation and Trust policies.
  • Ensure that that there is a strong culture of risk assessment and management, including adherence to relevant policies and procedures.
  • Be fully aware of Trust policies and ensure that staff comply with applicable Trust policies, procedures and guidelines, taking remedial action where this is not the case, support line reports and others in the interpretation of Trust policies as necessary.
  • To ensure that the service meets all of the required statutory obligations, in line with current NICE guidelines where available
  • Service Leadership

  • Provide business administration expertise and support to their teams, supporting front-line clinicians and junior staff to develop their understanding of finance and operations. Acting as a resource to support and coach junior staff.
  • Understand the drivers of operational and financial performance within their service and effectively articulate the causes of performance breaches and develop remedial plans.
  • Understand and engage with performance and financial information and clearly articulate key performance issues across quality, operational and financial domains and triangulate disparate data sources to proactively identify current and potential performance failures.
  • Contribute to the monthly integrated performance report, maintaining oversight of all performance issues (Quality/Operational/Financial), remedial action plans and exceptions.
  • Support locality services to meet all Trust, local, national and statutory requirements and policies. This will include (but is not exclusive to) standards set by the Care Quality Commission for service and registration requirements and contractual requirements in CQUIN, NHSI, NHSE, and Trust policies and procedures, and any new policies or standards that may be introduced.
  • Proactively identify operational risks and opportunities and brief the Deputy Area Director as necessary.
  • Ensure the locality and its constituent services operate in accordance with employment legislation and Trust employment policy and good practice.
  • Ensure all regulatory and risk management requirements are satisfied, including complaints and adverse incidents in accordance with Trust policy.
  • To ensure that they provide a clear link between the Trust Board and the staff facilitating effective communication in both directions.
  • Act as the locality/service liaison with the Estates, Facilities, Security and IT Functions.
  • Accountable for the appropriate management and deployment of operational resources within the area including direct budgetary responsibility, and acting as the authorised signatory for all area budgets.
  • Ensure that their services are actively engaged in the Trusts annual business planning cycle, understand the service activity plans and the influences on this, ensuring that any significant issues are addressed or escalated as appropriate.
  • Responsible for monitoring recruitment and retention activities across their services, ensuring that all services are compliant with Trust HR standards of training, appraisal and talent management.
  • Responsible for setting the budget for their group of services as part of the annual planning round, this includes identifying and implementing cost improvement plans and efficiency programmes, meeting the targets set out.
  • Collate, as required, qualitative and quantitative information and lead the appropriate analysis to develop and draft coherent quality reports, service evaluations and business cases as necessary.
  • Collaboration and Change Leadership

  • Effectively balances the needs and priorities of their services with those of the Trust, acting in the overall interests of the Trust.
  • Work collaboratively with the clinical leads, and service managers to create a cohesive leadership team.
  • To work collectively and collaboratively to ensure the effective implementation of the Trusts Operating Models, ensuring the integrity and effectiveness of patient pathways across services and locality area boundaries.
  • Where agreed with the Area Director, participate in the development of Tenders for new business.
  • As requested, take the lead on the implementation of new policies and strategies within the area, and localities.
  • To support other services in the Trust by conducting HR and other investigations into individuals and services, as requested by senior managers and directors within the Trust.
  • Participates in the Trusts On-Call Rota as required.

    Qualification and/or Professional Registration

    Essential

  • Master's Degree in Management or equivalent level of knowledge acquired through experience.
  • Bachelor's degree in a health, social care or related area of study or relevant experience.
  • Evidence of continuous professional development.
  • Desirable

  • Registered Clinician / qualification in a related field (nurse, allied health professional, medical)

    Essential

  • Substantial experience in a leadership role including contributing to operational management of services.
  • Experience of monitoring, analysing and assessing clinical operational performance across multiple services.
  • Experience of managing performance across multiple services, including the drafting, implementation and monitoring of remedial action plans.
  • Experience of managing budgets across multiple services and working in liaison with management accountants to establish underlying causes of budget variation.
  • Experience in drafting service level business plans, local standard operating procedures and policies.
  • Significant experience of staff management, including recruitment and retention of staff, performance management, and managing sickness and absence.
  • Experience of managing staff including appraisal and personal development planning.
  • Experience of managing multi-disciplinary teams.
  • Experience of business and operational planning across multiple teams.
  • Desirable

  • Experience in management of related clinical nursing services ( Healthy Child or Community Nursing) and/or community health services.
