The starting salary for this position is
£41,127 per annum based on a 36-hour working week. The role is offered as a 24 month fixed-term or secondment opportunity.


The Keyworker Service


We are excited to announce the launch of Surrey's new Keyworker Service, in line with the NHS long term plan for 2023/2024.

This service will ensure that Children and Young People with a diagnosis of Autism and/or a Learning Disability with the most complexneeds have the support of a designated Keyworker.


This builds on the existing Early Support Key Worker service that sits within Surrey County Council and supports families with children aged 0 - 5 who have complex health needs, disabilities and additional needs.


The service will be hosted within the Children with Disabilities team and will work closely with partners from Health, Education, Social care and the community and voluntary sector.

The Keyworking Service will be led by an Operational Lead with three StrategicKeyworkers covering Health, Education, and Social Care respectively, with the support of six Intensive Keyworkers.


The Role?
We are looking for people who are committed to building trusting relationships with children, young people and their families. So, if you're able to navigate complex systems relating to Social Care, Health or Education and want to influence strategic changewhilst improving outcomes for children and young people with learning difficulties and/or Autism - we want to hear from you

In this role you will provide a strategic layer to the Keyworking team in one of three specialist areas:

  • Health
  • Education
  • Social Care


Your knowledge and experience in one of these areas will be vital to improve the knowledge of pathways within the team.

All Strategic Keywokers will report to the Keyworking Operational Lead and will hold a small caseload. You will support with identifyinggaps in the system and highlighting areas for improvement.

Each Strategic Keyworker will have line management responsibility of two Intensive Keyworkers and will oversee staff development, supervision and mentoring as needed.


You will be an
excellent communicator and committed to developing and maintaining strong, positive relationships with children, young people and their families; ensuring they receive the right support at the right time.

Working alongsidechildren, young people and their families, you will help to navigate the system and offer specialist advice in complex situations.

You will parachute into multi-agency meetings and panels as needed to make sure that local systems are responsive to meetingtheir needs and actions are coordinated and followed up.


You'll use your expertise to ensure the effective development of cross system use of the Dynamic Support Register as the primary referral source to the Keyworking service.


The involvement of children, young people and their families in co-production/shared decision making both at an individual and system level will form a central part of mobilising this service.

It is vital that the Keyworking service is led by the needs andpriorities of the families we support and it will be a crucial element for Keyworkers in their roles.


  • Experience of working with CYP with learning disabilities and/or autism and their families, e.g., voluntary work or transferable work experience.

Personal experience is also welcome:


  • A comprehensive understanding of the needs of people with Learning Disabilities and/or Autism and their families, including robust understanding of safeguarding
  • Strong, holistic understanding of one of the following areas (or more): Social Care, Health or Education. You will have the ability to hold services to account in line with statutory guidance
  • Proven written, oral communication and interpersonal skills with the ability to maintain effective working relationships at all levels
  • Clear evidence of supporting service users in a patient centred approach
  • Evidence of qualities you possess that would enable you to succeed in this role and make a tangible difference for CYP and their families
  • Experience of enabling participation from children and their families to ensure?continuous improvement


Please note, this role may require flexible working at times to meet the needs of our service users and may require travel around Surrey.
