    Job summary

    The Senior Delivery and Improvement Manager will primarily be required to manage the development and delivery of strategic and operational plans to enable the ICB and Birmingham and Solihull (BSol) Integrated Care System (ICS) to achieve its objectives and key performance targets.

    The Senior Delivery and Improvement Manager will work in a leadership and management capacity within the system wide Planning and Delivery Team and work closely with leads to ensure that complex strategic and operational planning is embedded at programme and locality level, with specific responsibilities, leadership and accountabilities for major pieces of work.

    In relation to plans, strategic and operational plans must be aligned with the ICB and ICS's vision, values and goals and must facilitate sustainable delivery of key workload, quality, performance and financial targets.

    The Senior Delivery and Improvement Manager will play a key role in working with senior BSol system leaders as well as externally with key organisations to support the development of plans and cases for change and ensure governance processes are followed.

    This will also involve influencing, facilitation and strategic input into complex and political work portfolios to deliver transformational change on both a programme as well as system level.

    Main duties of the job

    You will have senior responsibility for setting up, managing and coordinating the planning processes and transformation delivery for the ICB. This will include but not be limited to:

    Manage the development and delivery of strategic and operational plans to enable the ICB to achieve its objectives and national requirements, aligned with the ICB's vision, values and goals. Facilitate sustainable delivery of key workload, quality, performance and financial targets.

    Leadership and management to support complex strategic and operational programme planning.

    Leadership and co-ordination of planning and transformation programme delivery for the ICB, which will include facilitating, programme reporting, assurance, oversight to key governance forums.

    Provide a combination of subject matter expertise and technical skills to develop and drive strong planning, value for money business management, commissioning and transformation service delivery.

    Job responsibilities

    Share responsibility for the planning and organisation of a broad range of highly complex activities that include the formulation and adjustment of long term strategic plans for performance and service improvement that impact across the whole health economy, alongside lead clinicians for programme areas.

    Use a range of communication techniques, including presentation to convey information to both internal and external audiences in an appropriate manner as well as building mechanisms to ensure that feedback is used to positively influence future service development.

    Identify, involve and incorporate the views and needs of patients, the public and carers and ensure their voices are evident in all stages of workRepresent delivery to ensure that the ICB and health and care economy, interests are fully incorporated into sector wide projects.

    Manage external stakeholder groups ensuring that that all participants are able to discuss all matters regarding service planning and strategy.

    Work in collaboration with neighbouring ICSs and the CSUs, in the planning of services in collaboration with Public Health, GPs, Patient groups and commissioners to ensure that proposed strategies and plans are evidence based, meet the assessed needs of local people and individuals and are affordable/ represent value for money.

    Provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders including patient groups in a formal setting where agreement and cooperation to action is required to ensure compliance with performance targets.

    Builds and nurtures key relationships and maintain networks internally and externally.

    Links with managers and members of other ICB functions ( finance, integration) to address inter-dependencies and ensures alignment.

    Education / Experience / Qualifications

    Essential

  • Educated to masters level or equivalent experience in a senior managerial role in the NHS in a specialist area relevant to the job description.
  • Experience of leading and developing complex plans across organisations and disciplines
  • Comprehensive experience of project principles techniques and tools such as PRINCE2 and Managing Successful Projects
