    Evaluation Manager (Procurement and Engagement)

    Important Information on the Role:

    Contract Type – Indefinite

    Pay Band – 8

    Salary range - £38,820 up to £46,203 plus £3,300 London allowance if based in London

    Location – UK Wide (London, Manchester, Cardiff, Edinburg, Belfast)

    Requirements – Candidates applying must have the legal right to work in the UK currently and in future as they will be no visa sponsorship.

    The Team:

    The Evidence, Evaluation and Learning (EEL) team is one of four functions sitting within the wider Data, Evidence and Performance team. The aim of the EEL team is to support the British Council in understanding the impact of our projects and programmes. The team provides advice, support and guidance to the whole of the British Council. The team ensures that good quality evidence is gathered systematically across our projects and programmes. This evidence largely comes from internal routine monitoring and externally commissioned independent evaluations. This role leads on all evaluation commissioning/ procurement processes and manages the curation and organisation of reports once completed. The British Council has a framework of around 60 evaluation suppliers, covering a range of thematic areas and geographies.

    The Role:

    This role leads the procurement and curation of evaluation reports for the British Council. This is throughout the life cycle of projects and programmes.

    The role provides technical support to programme leads in the design of effective procurement strategies for their areas of work.

    The role oversees the development of Requests for Proposals for externally commissioned evaluations and manages the pipeline of evaluation activity.

    The role leads the engagement with the British Council framework of evaluation suppliers, using our procurement portal.

    The role also has responsibility for the curation; dissemination and exhibition of completed evaluation reports.

    The role ensures commissioned evaluation activity is of a high quality and delivers value for money. The role oversees the processes; guidance and policies to support this end.

    The role may also support ad hoc project work as part of the Evidence, Evaluation and Learning team. The role may also be asked to lead on procurement for the Data, Evidence and Performance team.

    Main Accountabilities:

    The main accountabilities for the post-holder will be as follows:

    Procurement Management (approximately 40% of role)

    Communicating and raising awareness of the evaluation framework within British Council

    Developing Requests for Proposals with the EEL team and programme teams

    Overseeing the end-to-end management on our procurement platform including publishing proposals; shortlisting; organising panels; scoring pricing and providing feedback to suppliers

    Managing communication with framework of suppliers

    Owning procurement policy, the EEL team procurement checklist, and the summary pro forma template

    Co-ordinating and steering local evaluation procurement that does not pass through the framework of suppliers.

    Contracting (5% of role)

    Issuing contracts; contract addendums and contract extensions

    Ensuring completion of outputs, reports, and summary pro forma template, to trigger milestone payments.

    Managing/ maintaining a database or tracker of previous evaluation framework and non-framework contracts

    Providing analysis and reporting on number, value, suppliers used etc for commissioned evaluations.

    Engagement (approximately 30% of role)

    Please note that there may be a dotted management line to a colleague in the marketing team to provide access to technical support, guidance and training on the engagement aspect of the role.

    Curation (15% of role)

    Developing a pipeline of upcoming evaluation activity

    Maintaining the list of completed evaluations.

    Overseeing searchable repository of completed evaluations.

    Uploading relevant reports to research repository

    Uploading relevant reports to External website, including writing 50-word summary

    Dissemination (10% of role)

    Writing newsletter content from latest evaluation reports

    Develop content for learning webinars (sharing best practice and findings)

    SharePoint/ intranet development and upkeep - content

    Overseeing British Council evaluation community of practice

    Role Specific Skills

    • Has an excellent understanding of the commercial market for evaluation services.
    • Must have prior experience in commissioning evaluations and/ or relevant agency experience in developing submissions in response to requests for proposals.
    • Understands and applies methods and tools of evaluation
    • Uses concepts, terms and definitions consistent with accepted evaluation best practice
    • Understands advantages and disadvantages of internal versus externally commissioned evaluations and takes steps to maximise independence of evaluations.
    • Distinguishes different types and purposes evaluation and can specify evaluation approaches for each.
    • Can recommend appropriate evaluation approaches, methods and tools to evaluate programmes consistent with a given intervention's stage of implementation.
    • Can apply project management skills to the curation and organisation of commissioned evaluation activity
    • Has excellent writing skills
    • Strong ability to distil and summarise evaluation findings for a range of non technical audiences.

    – Experience of evaluation procurement and close working with – or in – the commercial sector providing evaluation services.

    – Experience of design and delivery of independent evaluations within a programme delivery organisation and/or as part of an agency delivering for clients.

    – Experience of different methodological approaches applied in the design and delivery of evaluation projects.

    – Experience with project management techniques which can be applied to curation, organisation and cataloguing of evaluation reports.

    – Experience summarising and communicating evaluation findings, such as writing executive summaries

    Competence in Excel

    – Experience in International Development or working in global contexts

    – First degree or Masters Degree in a social science subject is desirable
