Job Title:
System Development Manager Stevenage and some home working***Stevenage at least three days per week and NO SPONSORSHIP AVAILABLE


Key purpose of job:


  • Will provide the framework and work with the development outsourcer (Zensar) to produce software development processes and standards and ensure that they are followed.
  • Will provide the framework and work with the software testing outsourcer (Sopra Steria) to produce software testing processes and standards and ensure that they are followed.
  • To maintain a regular communication between the business change manager, business analysts and Zensar in order to understand their requirements and ensure that the highlevel design remains fit for purpose.
  • Constantly review the systems development service being delivered to Group Services working with Zensar to implement any proposed changes.
  • Constantly review the testing service being delivered to Group Services working with Sopra Steria to implement any proposed changes.

Budgetary responsibilities (amount per annum? Sole or shared responsibility?):
£3,250,000 shared responsibility.

Typical problem areas / issues faced in job:

  • Alignment of service requests to technology and strategy.
  • Resource scheduling conflicts.
  • Project timelines/slippage.
  • IT service challenges.
  • Contract management (commercial and operation).
  • Maintaining skilled resources in the team.

Asset managed:

  • 3rd party development companies such as outsourced partner Zensar.
  • Developers' and testers' software licenses.
  • Developers' and testers' IT hardware.
  • Development team (30 subcontractors)
  • Testing team (1 direct employee, 4 subcontractors).

Qualifications & experience (relevant to job):

  • Excellent communication skills.
  • Good people management skills.
  • Superb scheduling skills.
  • Experience of supporting and developing systems in an enterprise environment.
  • Software development lifecycle experience and best practices.
  • Experience in supplier/relationship management, and dispute resolution.

Would be beneficial:


  • Degree or equivalent, professional qualification advantageous.
  • 5 years' relevant experience.
  • Extensive knowledge of IT systems.
  • System integration experience.
  • Business Intelligence software.
  • Information security.
  • Agile development methodology and techniques.
  • Prince 2 project management methodology.
  • Good financial and budgeting experience.
