    Job summary

    An exciting opportunity has arisen for a keen and enthusiastic person to applying for the post of Clinical Team Manager at The Health Based Place of Safety (HBPoS) in the North London Mental Health Partnership.

    The HBPoS team is responsible for:

    Providing care to persons admitted in accordance with the Place of Safety Care Pathway.

    Facilitating a Mental Health Act assessments within a specified time frame.

    Formulating a discharge or transfer plan that provides the appropriate level of on-going care.

    Ensuring the safety & wellbeing of staff and patients.

    The role of the HBPoS manager is to be both the clinical & operational lead of the team and to ensure high, quality, patient-centered, effective, safe & efficient care is delivered. The role involves providing care & support to individuals detained under Section 136 MHA (1983 as amended 2007).

    The successful applicant will be fully supported by the service manager, with a development plan and focussed supervision.

    The suitable candidate should be able to demonstrate evidence of creating a culture of support and learning and have leadership experience.

    Highgate Mental Health Centre is also undergoing exciting changes as we expand the inpatient campus with a newly designed innovative hospital being built, set to open in March 2024, and the opening of MHCAS on the Highgate West site in April 2024 ensuring that the patient experience is at the heart of our developments.

    Main duties of the job

    The HBPoS Clinical Team Manager will have overall management responsibility for the delivery of care in accordance with Trust policies and procedures and National Guidance.

    To lead a team of nursing staff in the delivery of high-quality evidence-based practice, ensuring that regular supervision and appraisal take place.

    To manage administrative and operational resources in a cost-effective manner, evaluating the standard of service delivered.

    To co-ordinate multidisciplinary working, maintaining excellent communication and working relationships with all team members, stakeholders and other services within the Trust, to ensure effective interface and continuity of care between disciplines and services.

    The post holder will oversee nursing procedures to a standard that ensures safe and effective care and complies with The Nursing and Midwifery Council's Code of Professional Conduct.

    There is an expectation that the post holder will place the needs of service users at the centre of care delivery in accordance with the Pan London 136 Guidance and relevant Trust Policies.

    The HBPoS Clinical Team Manager will be a visible, accessible & present in clinical areas providing assistance, advice and support to staff, patients, relatives, carers and visitors.

    The post holder will lead in the management of least restrictive practice in the unit providing clear leadership to ensure effective high standards of care.

    This is a patient facing role.

    You may be required from time to time to work at different locations to your normal place of work. This may mean that you are required to work at any location that fall under Barnet, Enfield and Harringay Trust and Camden and Islington Trust. The Trust reserves the right to require staff to work at such other places or locations as it considers reasonable and necessary on a temporary or permanent basis.

    Job responsibilities

  • To take operational day to day management responsibility at team level using performance management systems to ensure the effective delivery of contract activity
  • Work with the Operational Service Manager to deliver Integrated Governance requirements and be responsible for delivering governance within the team. This may include contributing to the writing of policy and procedure documents relating to clinical practice.
  • To ensure full compliance of team members with key mechanisms to support clinical delivery including MHAA, records management, health and social care data entry, incident reporting, serious untoward incident review and complaints.
  • To establish effective risk management processes and ensure that delegated local health and fire safety responsibilities are met as required by statute, regulation, legal obligation and trust policies.
  • Work with the Operational Service Manager to ensure that staff are compliant with systems and processes to protect young children and vulnerable adults. Undertaking safeguarding investigations in accordance with policy.
  • To ensure that practices are in place that assess, determine and support Learning and Development, clinical supervision, managerial supervision and IPR processes.
  • To identify training needs in conjunction with the local workforce plan.
  • To take part in restraint of patients in HBPoS as part of a restraint team if required.
  • To undertake PMVA and ILS.
  • To review referrals to the team on a regular basis, ensuring that allocation of new cases occurs in line with team policy.
  • To ensure that robust processes are in place for the quality and timeliness of care reviews.
  • Recognising service users as individuals will foster collaborative working with other agencies both in investigations and in joint working; agreeing the best approach to meeting individuals mental health, physical health, and recovery, social, spiritual and recreational care needs. Ensuring that care provided respects equality and diversity that is supportive of service users and their carers.
  • To deliver the service within existing budget, attending joint meetings with management accountants on a regular basis, taking remedial actions should pressures be identified.
  • To respond to complaints or other concerns as they arise and in accordance with trust policy, and in conjunction with the Operational Service Manager.
  • Deputise for the Operational Service Manager when required to do so; dealing with situations that may arise during that time.
  • To undertake other duties in a corporate role as may be reasonably expected in accordance with the grade of the post and in line with other team managers to ensure the attainment of team and service objectives.
  • To ensure that all duties within the role are delivered in accordance with trust policy and procedure and professional registration practice.
  • Service Delivery
  • i) To oversee the provision of expert, autonomous and highly specialist clinical practice within the MDT
  • ii) To ensure clinical staff maintain accurate and up to date records
  • iii) To provide leadership to the clinical governance agenda for the service, delegating and managing those undertaking development work including audit.
  • Monitor the work of staff in assessing and managing of service user care needs through reviewing initial data collection; monitoring of their progress; feedback; discussion and reports at care reviews or CPA reviews with the clinical team.
  • To ensure that the physical health care needs of service users is assessed by team members and or that on-going physical health monitoring / review of patients / service users takes place.
  • At all times to act in accordance with trust policies in relation to risk assessment - including adult protection and child protection issues; being aware of the necessity to safeguard and promote the welfare of children, young people and vulnerable adults at all times when working with patients / service users. Undertaking and co-ordinating safeguarding investigations when called upon to do so.
  • To have detailed knowledge, understanding and experience of Mental Health Law, including the Mental Health Act 1983 (amended 2007), the Community treatment legislation, the Care Programme Approach (1995), the Mental Capacity Act and national service frameworks relevant to practice.
  • viii) To be aware of personal accountability and responsibility in respect of ensuring that cleanliness standards and practices are maintained in the clinical environment and that these are compliant with PEAT, The Hygiene Code, CQC requirements and Trust Infection Control protocols and procedures.
  • To follow all Trust Policy relevant to patient / service user care and conduct of own role.
  • To communicate and co-ordinate with external agencies in ensuring that seamless and integrated care is provided
  • xi) To follow trust policy in promptly reporting all accidents and incidents. Undertaking investigations when called upon to do so or nominating / supervising relevant others in this role.
  • Workforce and Managing People
  • Provide leadership and line management to the MDT to ensure the delivery of high quality and safe clinical services.
  • To promote a culture that fosters staff involvement and a progressive attitude to service improvement.
  • To work with the Operational Service Manager to deliver a culture and style of leadership that develops, empowers people, recognising achievement and promoting continuous development of staff and teams.
  • To work with the Operational Service Manager to develop strategies for workforce planning in the team.
  • To implement and deliver agreed effective processes for the line management of individual staff members in the MDT. Including recruitment, induction, professional development planning, clinical / managerial cover, vacancy and absence management, performance management of poor performance and occupational health engagement.
  • vi) To provide managerial supervision.
  • vii) To authorise annual leave ensuring sufficient team presence for business continuity.
  • viii) To ensure that all duties within the role are delivered in accordance with trust policy and professional registration practice. Ensuring that professional registration requirements of staff are met.
  • To be managed by and receive supervision from a nominated line manager, including annual review of performance as part of the appraisal system.
  • To ensure that all personal and team mandatory training requirements are up-to-date as required by Trust policies and professional requirements.
  • To act as a role model to other staff. Supervising and mentoring trainees and other staff.
  • Communication
  • To ensure that all staff maintain confidentiality of information, in accordance with Trust Policy.
  • To sensitively manage complex and difficult situations deploying effective conflict
  • resolution techniques as required
  • iii) To lead team meetings and facilitate multi-professional team discussions.

  • To complete routine or requested managerial reports accurately and in a timely

  • vii) To act promptly in ensuring that all incidents related to service users, staff, visitors or others are reported using the correct format and procedures in line with the trust guidance. To undertake investigations as required and ensure that any findings and recommendations are communicated and implemented

  • Diploma or degree leading to professional Registered qualification in Mental Health or equivalent experience. Essential.
