Job summary:


The Scottish Government's L&D Team lead on policy and practice for building capability of colleagues across the Scottish Government in line with our organisational priorities.

The team sits within the organisation's People Directorate.

Utilising a SaaS product provided by Thrive to host a central Learning Experience Platform (Pathways) for SG Core, selected Agencies and Public Bodies, the Digital team provide digital learning and support to circa 20,000 users.


Digital (DDaT) Pay Supplement

Job description:


  • Embedding Agile ways of working, ensuring iterative platform and content releases are managed accordingly, and with a user focus is paramount.
  • Day to day operational management of the platform while ensuring the support team capabilities grow to support operations and incidents, in line with internal and vendor SLA's are to be balanced with problem management and strategic capability to anticipate issues.
  • Digital Learning is relatively new within the organisation and so building capability through solid product management is key. Working with stakeholders to understand the latest business requirements, other sectors for awareness of trending technologies, and with technical teams to provide integration solutions across other platforms.
  • Challenging stakeholders across all levels to remove constraints and progress a blended digital learning agenda, providing new direction from a technical platform perspective, demonstrating new cost effective capabilities for learning content, and being managed through an appropriate lifecycle perspective to reach the right business outcome.
  • Excellent communication and reporting skills are required for monthly attendance and occasional presentation to the People Directorate SLT, as well as ownership of monthly and quarterly vendor service reviews to analyse vendor provided statistics.
  • Internal customer reports are created via an API with the CAST team and by consolidating information direct from the platform. Any drop in user engagement to be investigated across all parties.
  • Participation in Business Manager and Local Learning Associate working groups is standard but there are also adhoc requests to attend team meetings, working groups, and events to promote and demonstrate the platform capabilities.
  • Strategically there is a need to further develop a digital learning strategy, platform, content, and support model so any previous Learning and Development experience in this area would be beneficial, although a previous IT systems background and working within Project and Product Management environment would also suffice.

Person specification:


Essential Criteria

  • Experience managing digital products, preferably SaaS and the ability to demonstrate a sound understanding of product implementation with an Agile mind-set, (Agile Practitioner preferred.)
  • Vendor and Contract management experiences, through full procurement to implementation.
  • Operational Management experience of an LXP/Talent learning platform (knowledge of ITIL would be advantageous.
  • Experience of working within a learning and development team, (with a thorough understanding of the difference between creating and curating content)
