About Cristian Baraghiu:

I am an experienced professional with a background in both the private and public sectors and I bring a comprehensive set of skills that I believe will be valuable to your organisation. I am certified as Project/Programme and Risk Manager (APM PMQ, MSP and MoR Practitioner) with experience in Project and Programme Management.

I worked as a civil servant for the British Government since 2016 and previously in finance and banking. In my preceding roles, I honed my abilities in process improvement and multiple stakeholder engagement. As a risk manager for the Vaccine Taskforce during the pandemic, I strengthened my management and decision-making capabilities, including keen attention to detail and accuracy.  

I gained extensive experience in communicating clearlyand concisely throughmy participation as Policy and Briefing Officerin operation YellowHammer (No- Deal BREXIT scenario) where I developed and assured daily Situation Reports from 18 Government Departments to informministerial decisions.

I have an analytical mindset with the ability to be comfortable with change, demonstrated during my tenure in the Covid-19 Response team where I dealt with a lot of uncertainty in a fast-paced environment. The reportsproduced for the Government PartnerOrganisations were also used in briefings and commissions for Ministers and the CabinetOffice. The experience of working in this highly pressurised environment attests to my high level of resilience. Consequently, I can effectively and efficiently coordinate a complex workload, prioritizing and delivering outputs collaboratively in a cross-functional team environment.

Offshore Wind Project Manager 

Renewable Energy – Offshore Wind, Manufacturing and Investment Scheme
Department for Business, Energy and Industrial Strategy (BEIS), London

In my current role I support the coordination of the strategic policy response needed to meet increasing deployment ambitions as part of the Government's Offshore Wind Manufacturing and Investment Scheme. I ensure that risks and issues are identified and effectively managed, clear and thorough delivery plans are in place and appropriate governance structures are sufficiently coordinating activities. 

 

Main  duties:

  • Lead the project to deliver the agreed outcomes within time, cost and quality constraints.
  • Day to day management and leadership of the project. Set project controls. Design the project structure appropriate to stage.
  • Build Project Plan and apply appropriate project principles to deliver stated objectives. Identify and set appropriate Project Controls. Track and report delivery against milestones.
  • Ensure benefits are identified, understood, measured, tracked and owned. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.
  • Provide key reports and support effective governance and decision making.
  • Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.
  • Wider support for establishing and managing the governance framework and project and programme management tools for the wider offshore wind deployment requirements.

Vaccines Programme Risk Manager 

UK Vaccine Taskforce - Portfolio Management Office

As Risk Manager for the Vaccines Programme, I ensured that risks and issues across the Vaccines Taskforce were managed effectively by leading the management of the Programme risk register – including scoping, assessment, mitigation planning, monitoring, and updating of the risks. I also provided support to the Portfolio Risk Manager in managing strategic level risks by offering an in-depth overview of the Project Level risks.

 

 

Main  duties:

  • Identifying and tracking key risk themes for the programme.
  • Providing support to the Portfolio Risk Manager in managing strategic level risks by offering an in-depth overview of the Project Level risks.
  • Working alongside relevant project and functional area colleagues discussing risks, mitigation actions and updates via fortnightly check-ins.
  • Reporting and providing insights to support the PMO Risk Management team at various board meetings.
  • Creating and delivering risk management workshops to support the development of Project Support Officers as well as other cross-functional stakeholders within the Vaccine Taskforce.
  • Supporting and assuring the management of risks through bi-monthly risk assessment sessions with project teams sitting within the programme.
  • Overseeing the Parent-Child risk relationship and tagging process in the Risk Reporting Tool.
  • Informing senior stakeholders with real-time updates of the risks/issues by providing interactive visualisations such as reports and dashboards fed through Power BI analytics software.

Organisational Development Project Manager

The role offered me the opportunity to get involved in BEIS Hosted Conversations on Hybrid Working and Workforce Survey projects.

The Hosted Conversations was a way to gather valuable insight and aimed to:

  • Provide a safe space for our colleagues to air their views and experiences with peers and our senior leaders.
  • Feed into planning and decisions on internal policies for how we move forward together based on the responses and emerging themes.

The Workforce Survey was enabling us to better understand:

  • Colleagues' ‘normal' working practices prior to Covid19.
  • How many colleagues can travel to work without using public transport; how feasible travelling to work without using public transport is in the short and long term; how many people have changed their home location during lockdown temporarily.
  • Colleagues' current remote working environment, including caring responsibilities at the moment vs. during business as usual.

Business Support Officer – Covid19 Response 

Department for Business, Energy and Industrial Strategy (BEIS), London 

In my role I worked with the Business Support Manager to review team products to ensure that we effectively support the Organisational Development (OD) & Partnerships Directorate. I also managed the requests for administrative support within OD & Partnerships ensuring that there is availability to manage Business as Usual (BAU) tasks and respond to requests for specific support. 


Main responsibilities:

  • Gathering data from Partner Organisations (PO) to help the team monitor delivery impacts as a result of Covid- 19.
  • This information was being fed into a range of BEIS Covid-19 reporting products, as well as other ad hoc commissions and briefings as required.
  • Producing monthly Tailored Reports for each of the individual POs, summarising some general data and that PO individual data for the month.
  • Sharing the reports with each PO Single Point of Contact, Policy Sponsors, Chairs and/or CEOs.
  • Providing support to the Director and Deputy Directors of Organisational Development by managing their diaries, ensuring that meeting requests are managed effectively and escalated where appropriate.

Corporation Tax Specialist - Caseworker

Her Majesty's Revenue and Customs (HMRC), London 

As a Caseworker, I led and worked as part of a highly motivated team, with energy and enthusiasm, carrying out risk-based compliance work into the tax affairs of customers e.g. UK & International businesses, employers, individual & public bodies.

I worked with our customers to help them understand the importance of paying the correct tax and preventing future tax evasion and non-compliance.


Main duties:

  • Carrying out quality compliance checks and establishing facts using an investigative approach.
  • Visiting a variety of businesses across a wide range of locations, sometimes outside traditional working hours.
  • Engaging directly with customers to check, and where necessary, challenge the contents of their tax returns, raising timely and accurate tax assessments with appropriate interest and penalties.
  • Pursuing debts owed to HMRC.
  • Providing technical support to teams in the same or other tax regimes.
  • Working corporately across business streams to maximise the performance of HMRC, sharing best practices and information as appropriate.

Policy & Briefing Officer (EU Exit - Border Delivery Group - secondment)

As a Policy and Briefing officer, I assisted in the development and assurance of Situation Reports from various Impact Groups (IG) and 18 Government Departments. I developed and assured daily RAG rated (Red, Amber, Green) Situation Reports (SitReps) which the team reported to the Team Leader and consequently, after a final review, would be submitted to the Civil Contingency Secretariat.

•  Analysing and interpreting SitReps and data from a range of sources.

•  Applying appropriate analytical techniques and critical thinking skills.

•   Contributing to the analysis and quality assurance of the IG SitRep.
