    ROLE: Head of Security

    TYPE: Temporary 4 month contract (Possibility to extend)

    LOCATION: Bristol

    SALARY: This is a Band 7 role and the salary is between £ £25.07 per hour and is paid weekly whilst you are on a temporary contract.

    START DATE: We want to interview for this position in May with a view to an immediate start once fully compliant.

    Magnus Search in partnership with University Hospitals Bristol and Weston are seeking a highly skilled and experienced Head of Security to oversee all security operations within our clients organisation. The ideal candidate will be responsible for ensuring the safety and security of our premises, assets, staff, and visitors.

    Main Duties and Responsibilities

    The Head of Security UHBW has the responsibility to develop and maintain a safe and secure environment to allow the provision of world-class healthcare.

    The Post holder will manage the workload and performance of the In-house Security Officers and management of all Security Contracts both for staff resources and service contracts.

    Provide security advice, some of it of a specialist nature, to the Trust, assuring the provision of an effective and high quality security service for patients, staff and visitors. Develop the Trust's security strategy in conjunction with GM and AD Facilities and specialist clinical services leads. Develop and implement supporting policies and procedures.

    Work in close partnership with senior colleagues within the Trust, the wider NHS Security Management network, the police, professional representative bodies and trade unions.

    The aim is to provide a comprehensive, inclusive and professional security management service for the Trust and work towards the creation of a pro-security culture within the NHS in-line with Secretary of State Directions issued by NHS England Improvement (NHS EI) on security management and the protection of NHS staff from violence and abuse.

    To implement national security policies, ensuring the Trust is compliant with these.

    To contribute to the drawing up of the security service budget and assisting in financial initiatives which support provision of a quality service whilst ensuring value for money.

    Working as part of the Senior Management Team this role will take the lead setting the strategic direction for, and managing, the security requirements within the Estates and Facilities Division and the wider Trust (UHBW). This is essential to ensure the Trust provides a safe and secure environment for the provision of world-class healthcare. The post holder will provide assurance to the Divisional Board that all the security, CCTV, Access control, ID production, and FM Salto fob systems are managed effectively and efficiently including the management of the in-house security team based at Bristol site and the contracted security service at Weston site. The post holder will be required to provide regular reports to the Division's Health and Safety & Risk Group as well as providing security and risk management assurance to other Trust forums, groups and committees.

    You will be required to:

    • Report to the General Manager Facilities on all security matters escalating on occasion to the Associate Director of Facilities depending on the corporate impact of any issue.
    • Assist with the development and implementation of a clear security strategy for the Trust and for internal and external stakeholders.
    • Manage compliance against statutory and NHS standards relating to security management.
    • Be responsible for maintaining Care Quality Commission Regulation 15 security related compliance and ensure any required actions are implemented in a timely manner or escalated to the Division's Health and Safety and Risk Group Committee.
    • Develop Protective Security to meet the changing needs of the Trust and to ensure that Security has an input to capital projects, estates upgrade works and other Trust developments as appropriate.
    • Assess technical security systems, such as CCTV, BWV, control of access, Identification card provision and FM Salto fob systems , with security equipment suppliers and their application to the protective security of Trust resources and assets
    • Manage the security of car parking and cycle storage across both sites.
    • Answer all FOI's and complaints in line with complaints policy and in accordance with procedures set out within the division within a timely manner.
    • Provide specialist guidance to managers regarding security risks to their staff, identify subsequent training requirements and design and develop suitable training to meet those needs. Report any significant training issues/gaps that are not being addressed and potentially put the Trust at risk.
    • The post holder will require the ability to resolve complex service issues often involving multiple staff teams within a high pressure environment.
    • Attend Division's Health and Safety and Risk Management Group, present risk management information using the Datix system ensuring security related risks are regularly reviewed and updated.
    • Undertake any other duties as may reasonably be required from time to time.

    Planning and Organising

    • Develop reporting systems so that security related incidents and breaches of security are detected and reported and acted upon.
    • Provide strategic and operational security reports, as required to committees and the Divisional Board including an annual security report.
    • Support criminal and civil proceedings and to seek redress through the judicial system against those whose behaviours and actions lead to loss or disruption to NHS and Trust activities.
    • Provide protective security support and advice to staff, patients and others where appropriate and possible within resources available.
    • Develop and deliver an annual security plan for UHBW and monitor performance against targets.
    • Track Key Performance Indicators through the Divisional Performance tracker.
    • Collect, analyse and interpret a wide range of complex security related data for the development of a comprehensive monthly risk management report.
    • Ensure that all incidents and near misses related to Trust security are reported and appropriately investigated to manage their potential recurrence. Provide feedback to those who report incidents.
    • Review the effectiveness of staffing rota identifying where change is required and how change may be implemented to effect positive change for security staff and the security service we deliver.

    Communications

    • Liaison with Safeguarding and Clinical teams with regard to patient related incidents or the provision of a safe working environment when dealing with complex patient needs.
    • Provide specialist guidance and support to all managers across the Trust to ensure security risks are appropriately recorded, regularly monitored, and managed appropriately.
    • To be a key point of contact and to liaise with external stakeholders such as other NHS bodies, the Police, Court services, local authorities, and other security related bodies.
    • Through Road shows and Security induction create a climate in which a safe and secure environment is highly valued, is regularly promoted and where staff are clear about their own responsibilities.

    Financial and Physical Resources

    • Manage and develop the Security of all environments across the Trust including car parks.
    • Advise on physical security measures for all hospital sites and ensure all departments are secure and alarmed when required.
    • To have budgetary responsibility and control for all areas of security including all pay, non pay and contract related budgets ensuring expenditure remain within the operating footprint for the division.
    • Responsible for all security related service contract renewals in conjunction with Bristol and Weston Purchasing Consortium (BWPC)
    • Operate within SFI's for all security budget related matters ensuring all standard protocols are duly adhered to.
    • Create a climate in which a safe and secure environment is highly valued, is regularly promoted and where staff are clear about their own responsibilities.

    Mental Physical and Emotional

    • Undertakes control and restraint of violent or aggressive persons as required using developed physical skills as per training and protocol.
    • Is required to concentrate for long periods of time
    • Extensive walking when undertaking security Risk Assessment audits and or routine security inspections
    • Ability to use specialist security equipment
    • Required to assist with incidents involving fatalities and serious injuries and highly emotive and antagonistic situations that may involve extreme verbal abuse, aggressive behaviour or actual violence.

    Knowledge and Experience

    • NHS or public sector experience. (D)
    • Demonstrable experience of NHS or corporate security management. (D)
    • Experience of receiving and investigating incident reports to identify root causes, ensuring suitable remedial action is taken. (E)
    • Experience of undertaking security audits and producing high quality associated reports.(E)
    • In depth knowledge and significant experience of security, criminal and civil related law enforcement especially relating to protection of people and property. (E)
    • Experience of health and safety legislation in relation to protecting staff from violence and abuse.
    • Knowledge and expertise in access control management and the development and integration into a building management system. (E)
    • Knowledge and expertise in CCTV and BWV management, review and further development. (E)
    • Extensive experience of preparation of periodic reports and business cases. (E)
    • Proven experience of developing and maintaining a number of security related policies, procedures and guidance documentation. (D)
    • Knowledge of incident and risk management system such as DATIX. (D)
    • Experience in operational management of in-house security team and the provision of suitablemanning levels. (E)
    • Experience and knowledge of working within a Safeguarding and Clinical environment and the liaison with Safeguarding and Clinical teams. (D)

    Qualifications and Training

    • Degree level or equivalent experience in Police or senior security management role (E)
    • NHS Local Security Management Specialist qualification. (D)
    • Membership of National Association for Healthcare Security or NHS National Performance Advisory group (D)
    • Evidence of continuing professional development. (E)
    • Health and Safety or Risk Management formal qualification – Nebosh, IRM or equivalent (D)
