Grade 12, £73,036 per annum, Permanent, Full Time, Based in Leeds


We are looking for an experienced leader with an understanding of the challenges and opportunities facing our transport asset base and complex transport programmes here in West Yorkshire.


This is a critical role in the organisation as it relates to the oversight of The Combined Authority's key transport assets, which includes 8 staffed bus stations, 5 unstaffed stations, 14,000 bus stops and 2,200 on street RTI displays.

You will lead the strategic development, management and maintenance of the Combined Authority's complete infrastructure, property and land portfolio ensuring that its asset value meets its full development potential.


These assets form the 'shop-window' to the Combined Authority for residents of West Yorkshire, and the state of the asset base will be pivotal to the success of bus franchising in due course.

The delivery of our current bus franchising depot strategy will also require significant input over the next 2-3 years.

As we are currently seeking to increase the focus of this post on our core asset base, a key early requirement will be to oversee a review of wider aspects of the current role to establish where these assets functions should best sit within the organisation and will include the following areas;

  • Lead, develop and implement strategies to improve safety and the customer experience at all Combined Authority managed sites including multiuse bus stations, developing strategies designed to deliver changes in operational processes and systems to improve customer service and operational delivery
  • Lead, manage and develop a multidisciplinary team to forge partnerships with both public sector and private stakeholders, suppliers, the public and other asset users (including transport operators) to achieve regional and corporate objectives.
  • Provide leadership to the organisation in all properties matter and raise the profile of land and property in city region.
To be successful we are seeking someone who has;

  • Extensive experience of developing a multidisciplinary team, leading to high standards in operational and strategic development in a complex publicprivate sector partnership context.
  • Comprehensive experience of leading, negotiating and influencing stakeholders. Including developing effective senior level working relationships with Members, Government and partner organisations to achieve the best outcomes for the organisation.
  • Extensive knowledge and experience of relevant legislation to manage assets and deliver complex projects including Health and Safety at Work Act, CDM Regulations and Equalities legislation.
  • Substantial knowledge and experience in asset management.
  • Strong communication skills with proven ability to initiate culture change, influence, negotiate and challenge.
