    Description

    Main Purpose of the job:
    Disrepair Surveyor


    • To provide a comprehensive specialised technical service to ensure that potential legal disrepair , statutory nuisance, structural repairs, and insurance claims against councils are dealt with professionally and as expeditiously as possible.
    • To manage and monitor works in relation with legal disrepair cases, structural issues, and insurance schemes.
    • To provide technical and surveying support to the wider departmental teams.

    Responsibilities :

    • Negotiate with tenants and their representatives' access arrangements, to carry out appropriate inspections and produce detailed reports with photographic evidence, a Scott schedule/ specification of work itemised from the schedule of rates or using composite values. Prepare estimates, feasibility studies, plans, sketches, drawings, and photographs as may be necessary.
    • To carry out pre/post inspections to identify repairs/defects and potential improvements. To prepare specifications and estimates as when required.
    • Attend properties to carry out appropriate inspections and provide advice to tenants on a range of health and housing issues. Maintaining proper records of visits and inspection findings, making recommendations to senior managers on any areas needing further actions.
    • Work independently and manage a variable caseload in relation to disrepair and insurance.
    • To investigate, monitor and manage works in relation to disrepair issues, structural repairs, and insurance works.
    • Establish and maintain good lines of communication with area housing offices, liaise and negotiate with tenants, leaseholders, their legal and surveying representatives, Legal Services, other Council's departments and external bodies.

    Knowledge, Experience and Skills:

    • Excellent knowledge of building maintenance.
    • Knowledge of general surveying and issues relating to statutory disrepair.
    • Knowledge of current Housing Legislation
    • Good knowledge of the wider agenda relating to health and housing issues.
    • Knowledge of contracts, procurement methods and constructions technology.
    • Clear understanding of Health & Safety legislation and good practice.
    • Knowledge of Quality Assurance principles.
    • Good working knowledge of IT applications relevant to the post.
    • Experience of the diverse issues affecting poor health in social housing.
    • Experience of dealing with potentially difficult people in potentially difficult situations.
    • Experience of complex surveying and building maintenance issues
    • Experience of supervising staff and contractors
    • Experience of project management
    • Experience in dealing with complaints, compensation claims and correspondence.
    • Experience in preparing and presenting reports to members and tenant's groups.
    • Experience in preparing specifications and reports on repair issues.
    • Experience of attending court on housing related matters.
