    The DDoEFM (CI& D) will be a senior management team member of the EFM Team and will have responsibility for developing long-term strategic policy and business planning for capital development functions.

    Be the professional lead for all capital and construction programmes at NUH across the full three stages of the Capital Investment Manual.

    They will be engaged in this capacity across the Trusts investment decision making bodies and programme committees and boards, providing expert advice on strategic estates planning, investment decision making the delivery of estates annexes to business cases and construction delivery.

    The post holder will have lead responsibility for the construction phase of all capital projects.


    Support the DoEF under the NUH Scheme of Delegation, for the development and delivery of the Trust Estate Strategy, the execution of works and the appointment of Professional Technical Advisors and Development Team staff.


    Manage the capital projects team at NUH but importantly will further roll out delivery of key recommendations made in a capital review undertaken in 2022 by an external consultant.

    This will include increasing NUH capacity and Capability in investment decision making and capital planning functions.


    The Deputy Director of Estates & Facilities - Capital Investment & Development (DDoEFM - CI& D) will deputise as required for the Director of Estates & Facilities (DoEF) on all matters as required by the post.

    This will require the post holder to take on full responsibility at corporate level, work autonomously and be a subject matter expert within their specialist field with the highest level of communication skill to support NUH's strategic and operational agenda.


    The post holder will be a key member of the Divisions Senior Management Team (SMT) and as such will work with others in the Team to deliver upon the business plan and corporate objective and targets across the full spectrum of the Estates and Facilities function.


    In accordance with the work stages of the NHS Capital Investment Manual (CIM), the post holder will be a subject matter expert in all matters relating to the management of capital investment decision making, complex capital planning and construction.

    This to include ownership and further development of the NUH site masterplan.


    The postholder will act as the professional lead in all capital developments for the Trust, effectively supporting the major programmes that NUH has in place (Tomorrows NUH and the Reconfiguration Programme) as well as the delivery of annual capital programmes that now push upwards towards 150m per annum.

    Training & Qualification
    Master's Degree level qualification and/ or membership of a chartered profession in an appropriate technical discipline relating to construction, professional services or engineering

    Plus equivalent level of in depth and specialist knowledge and significant industry/specialist experience at Director, Deputy Director or very senior manager level in estates management or construction related professional services.

    The post holder will also have extensive demonstrable experience of working at a senior managerial level within a healthcare or related construction industry.

    Evidence of Continuous Professional Development over several years.
    IT skills in the use of MS Office software and MS Project.

    Project Management

    Significant proven and demonstrated Senior Level experience in Capital Development, construction or Estates management within the NHS or similar environment for a minimum of 10 years.

    Experience of operational and technical interpretation, negotiation and service development across a range of capital and estates services.
    Experience of developing estates strategies and service redesign within the NHS.
    Specialist knowledge over more than one capital and Estates discipline, or function, together with associated healthcare services provision
    Experience of monitoring highly complex contracts, projects and programmes
    High-level budget setting, forecasting and financial acumen

    Experience of senior management in a capital planning and construction role either within the NHS or a similar health environment

    Experience of analysing and presenting highly complex and contentious data at executive level.

    Experience of handling complex external relationships with commercial providers which will include challenging (where appropriate) areas which infringe upon potentially politically sensitive environment(s).

    Experience of managing multiple concurrent projects and conflicting priorities to ensure deadlines are met.

    Demonstrates a real commitment to working with, involving and consulting with patients and other key stakeholders in taking decisions

    Demonstrable experience and ability to take a high level strategic concept, develop a business case with full senior management buy in and presentation to Executive/Trust Board and other external stakeholders
    To be able to exert influence where expert opinion may differ from the organisational direction of travel.

    Planning & Organisation

    Able to formulate long term plans across multi- service and organizational boundaries for the development of service redesign and estate strategic models in a changing commissioning and provider environment.

    Ability to develop Trust estate strategies and to assimilate these to radically redesign the estate model to support future NUH clinical delivery in a holistic approach.

    Ability to develop long term estate strategies to provide a pipeline of projects for business case development and beyond.


    Ability to interpret national, health, or broad organisational policies, and establish the way in which these will be implemented and interpreted
