Job description:


The Deputy Training Safety Officer (DTSO) Halton Camp is responsible for assisting with the day-to-day delivery of a safe training environment for authorised users in order to support the endorsed and contingent training requirements of Defence.

The DTSO assists with the safe allocation and management of Halton Camp. The post holder is to comply with DSA OME 03 Part 3. The DTSO must demonstrate a full working knowledge and understanding of the Safe System of Training.

The post holder requires previous military experience to understand military procedures for live fire and dry training in order to ensure that users' training objectives are met, and the use of the training estate is optimised safely.

A detailed knowledge of, and experience in, military training, its planning and management, are deemed essential and this includes the SA(A) 90 range qualification.

The DTSO WTA will be assisting with the liaison and correspondence with major units and formations and staff experience at this level is deemed desirable.


The DTSO assists with compliance assurance by monitoring the use of all ranges, training areas and training facilities to ensure the maintenance of a Safe Place.

They provide advice and support as necessary to facilitate efficient and effective use of the training estate, if necessary correcting non-compliance.

They assist in ensuring that site specific Standing Orders and Risk Assessments are completed and in date.

They assist in allocating bids and authorising the use of training facilities using the BAMS, co-ordinating and de-conflicting user bids.

They assist in providing the Senior Planning Officer (SPO) and Range Conducting Officer (RCO) with relevant site-specific information on hazards, template restrictions and best practice, enabling efficient and safe use of the facilities and implement the appropriate after-action process to report unauthorised intrusions by Air, Land or Sea.

Reasonable overtime, on call and night working are required.

Fulfill the role of Assistant Unit Security Officer.


Person specification:


  • Leadership and Management of UK Defence Training Estate
  • Assist your Line Manager to deliver departmental goals.
  • Demonstrate a personal commitment to the DIO Guiding Principles.
  • Maintain effective liaison within DIO, IP, contractors and local stakeholders to foster collaborative working and safeguard the reputation of the MOD.
  • Ensure local compliance with mandatory requirements e.g. H&S training, Fire Safety, Explosive Safety.
  • Management of Ranges and Training Areas.
  • Assist in ensuring that 'safe place' is applied in accordance with JSP 375 (Safety in Military Training and Exercises).
  • Assist in producing and reviewing Standing Orders, Risk Assessments and other range documentation, ensuring they remain current, across the region.
  • Assist in maintaining the ecological and environmental sustainability of the training area, consistent with environmental designations; assist in providing advice to conservation bodies, interest groups and the public.
  • Assist in ensuring inspections are conducted in accordance with current policy and initiate repair work as required, across the region, advising and assisting all of the regional TSO community.
  • Liaise with, and facilitate access for authorised civilian users of Warcop Training Area e.g. deer managers, vermin controllers and sporting users
  • Liaise with, and foster positive relationships with stakeholders, especially local communities and neighbours
