    Fluor and Energy Materials,

    an Orbia business, is looking for a

    SHE and Regulatory Manager

    to be primarily based at our

    Rocksavage site, UK.


    Main PurposenTo manage the Safety, Health, Environmental, Industrial Quality, Security and Regulatory requirements for the Fluor and Energy Materials business UK operations.

    Provide leadership, professional/specialist technical advice to plants, projects and UK corporate offices by leading & managing the SHE and Industrial Quality system across all company's UK locations.


    Main ResponsibilitiesnTo be the overall lead and the Fluor and Energy Materials business UK expert for Safety, Security, Health and Environmental matters to ensure legislative compliance within the business – lead the SHEQ&S teams and influence the management teams to sustain and improve SHEQ&S standards.nIdentify, define and implement the requirements of SHEQ&S policies, standards, processes and procedures to achieve and maintain world class SHEQ&S performance.

    To monitor and assess potential future Safety, Health, Security, Industrial Quality and Environmental issues to determine the impact on and or from future business strategy.nTo develop and maintain technical knowledge and understanding of the SHEQ&S operational activities of the various sites to ensure that the sites retain their license to operate.nTo manage the functional leadership for external interactions with regulatory bodies such as the HSE, EA, BSI, Koura/Orbia corporate HSE functions to represent the Koura UK position for SHEQ&S reporting, meetings, reviews, audits, inspections, visits etc.nTo manage all regulatory licenses and permits e.g.

    COMAH, EPR, F-gas, Hazardous Substance Consent, climate change levy, ESOS/ISO50001 and ISO 9001/14001/45001 to ensure that the sites can continue to operate legally.nMaintain oversight, provide necessary direction and support the process safety management (PSM) and behavioural safety improvement processes across the business by leveraging the strengths and resources within the SHEQ&S team.nManage, via team, the deliverance of a technical training and competence management system which ensures that technical and operational staff are trained and deemed competent to carry out their role using latest thinking.


    QualificationsnMinimum:
    Graduate in chemical/scientific discipline.nProfessional safety and health qualification e.g.

    NEBOSH diploma would be essential.nFurther education/qualifications in safety or environmental areas would be desirable.nFormal leadership/management qualification or courses would be desirable.


    Knowledge/ Experience RequirednAn established technical background with 10 years' experience in a production or operations environment and a minimum of 3 years in a regulatory position for an upper tier COMAH site (or equivalent).nSome experience of directly managing other SHEQ&S professionals is essential.

    Management and leadership experience is a key requirement and differentiator for this role.nProven experience with management systems including design, implementation and auditing (ISO 9001/14001/18001 or nTechnical competence in a broad spread of specific topics e.g.

    process safety, environmental regulation, occupational safety.nInfluencing and rational persuasion skills.nHigh safety standards result orientated concern for impact and analytical skills.
