Rogue Landlord Planning Enforcement Officer
LOCATION:
Hounslow (Remote working, with Office & Site visits)
PAY RATE:
£19.25 per hour paye / £25.01 per hour umbrella
DURATION/HOURS: 3 months (possible extension)/ Mon-Fri 36 hours
START DATE:
ASAP

Role purpose:
- To investigate alleged breaches of planning. To receive complaints, to carry out site inspections and investigations and to report back. To give evidence in court for prosecutions.
- To assist in the provision of an excellent, high profile, customer focused planning enforcement service
Key accountabilities:
- To work effectively as part of the Council's Housing, Planning and Communities team, delivering corporate objectives through the work of the department.
- To work as part of multidisciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects.

- To receive allegations of breaches in planning control across the borough
- To have a basic knowledge of what development requires planning permission and what development is unauthorised. This requires basic understanding of town planning and associated legislation, and also other associated legislation, such as Control of Pollution Act.
- To investigate these alleged breaches, checking internal records from paper and electronic filing systems
- To carry out site visits, taking accurate measurements and carrying out interviews with owners and complainants, and recording accurately findings and discussions on site
- To report onsite inspections, using photographic evidence and the councils electronic filing systems
- To liaise and work closely with other enforcement agencies
- To be able to communicate with both complaints and those complained against, able to explain planning legislation and council policy and to deal with all members of the public equally
- To investigate and progress investigations of planning control in accordance with PACE, national planning legislation and related guidance and adopted council policies and procedures.
- To carry out interviews under PACE
- To draw up witness statements for Planning Enforcement prosecution cases
- To give evidence as a witness in court for prosecution cases
- To develop and maintain a broad up to date knowledge of all legislation, government advice, case histories and new techniques and to be able to impart that knowledge on other officers.
- To offer expert advice on enforcement matters to senior management, Councillors, and members of the public
Key Skills:

- You'll have understanding and experience of enforcement techniques that are used for the collating of evidence for the benefit of other Council departments, public bodies and for Court.
- You'll be able to work independently and as part of a wider team to professionally develop a career in enforcement.
