    The role

    Applications are welcomed for the role of Senior Assessment Technical Developer to join a professional, dynamic and forward-thinking group of technical developers within our Product Management team.

    The CITB Product Management Team is responsible for many of the CITB key products, ensuring they are aligned to industry needs, have maximum impact, and continue to develop as the industry and technologies evolve. These products include a successful suite of health and safety courses, examinations, accompanying publications and health and safety tests. These products are aimed at operatives through to senior managers, supporting them with the skills needed to progress through the construction industry.

    The role holder will take overall responsibility for the development and maintenance of all examination aspects of new and existing products within the CITB Health, Safety and Environment training portfolio.

    You will manage a small team of assessment developers, and using your expertise in collaboration with other subject matter experts you will oversee and engage in the creation and delivery of suitable assessment learning outcomes and assessment criteria, focusing on reliability, validity and suitability. You will do this while always ensuring that these meet CITB's strategic objectives, the construction industry's needs and the relevant legislative and regulatory requirements.

    You will be responsible for establishing assessment best practice within the team, and for setting consistent accuracy, development and process standards. Communicating with stakeholders and managing product development groups are key elements of this role, so advanced written and verbal skills alongside accuracy and attention to detail are essential.

    This role would be suitable for an individual with a proven track record in assessment, product development and leadership in an assessment environment, who can provide evidence of collaboration with multiple internal and external stakeholders. A construction industry background is not essential.

    Key activities

    You will:

  • be accountable for a researched and systematic assessment strategy that delivers accurate and up-to-date assessments using research, feedback and your assessment expertise. A key deliverable of this strategy will be responsibility for the end-to-end design, development and evaluation of assessment materials, using a variety of styles, methods and approaches to ensure that learners have gained the required knowledge.
  • be responsible for the management of a small team of assessment developers, ensuring a consistent approach with regard to assessment formats and standardised documentation, as well as defining best practice and embedding this within the assessment team.
  • have demonstratable, proven experience in creating assessment content, including processes and training involved with content authoring. You will be an expert in content creation, the question writing process and question bank management. You will train team members on content development standards and procedures that are aligned with strategic priorities and business goals.
  • be responsible for defining and implementing front-end design and development of assessment strategies, including formative assessment and summative assessment.
  • oversee the creation of new and existing assessment materials in line with identified industry needs, supported by evaluations of current assessment materials, while ensuring that assessment strategies remain effective. Provide technical advice to learning development projects, and recommend options for delivering compelling and innovative course assessments that strengthen skills transfer and knowledge retention.
  • ensure accurate and timely provision of data management, leveraging proven experience in this field. Establishing standards for acceptable question performance, defining parameters and producing frequent reporting on and analysis of all assessments, as well as sharing recommendations for enhancing existing products.
  • proactively manage all question banks for several assessments, using question bank management tools, to ensure that we are using the most efficient methodologies.
  • be responsible for the sign-off of all assessment products by quality assuring their validity, reliability and effectiveness through governance of the material produced. A key element of this governance will be producing suitable and reliable documentation, alongside seeking continuous feedback and improvement internally and externally.
  • work with the Product Development Manager and other senior developers to recruit and assign resources to projects as required, taking on horizontal team management responsibilities.
  • manage a team whilst also working with the wider Project Development Team to deliver work packages to agreed deadlines, using your knowledge and expertise to support new and existing product development, while utilising research and feedback methods to ensure that information is accurate, up to date and fit for purpose. As the assessment subject matter expert, you will also work alongside external stakeholders through attendance and facilitation of – and input into – stakeholder meetings, focus groups and pilots.
  • Be accountable for your own continuous professional development, so that you remain a subject matter expert and keep abreast of all relevant developments in course design and assessment techniques, legislation, technology and best practice.

    Key attributes for this role.

  • A strong, current and accurate understanding of using assessment best practice, evidenced by a minimum of five years' experience in a role related to assessment development that includes comprehensive experience of content development, standards alignment and test design.
  • Extensive experience in assessment methodologies, data management and research-backed decision making.
  • Management or leadership experience in a certification setting, including personnel leadership, mentoring and training.
  • Demonstrable experience of collaborating with and managing industry stakeholders and subject matter experts, as well as facilitating focus groups and stakeholder meetings.
  • Experience of working internally with subject matter experts, product managers and course design specialists to identify requirements and create assessments, including supporting material.
  • Excellent communication and influencing skills for engagement with a range of internal and external stakeholders, along with a proven, outstanding level and knowledge of English language capability (written and oral).
  • A demonstrable attention to detail and focus on accuracy, and provable use of process-driven approaches.
  • PGCA Postgraduate Certificate in Assessment, and membership of an assessment-related organisation.
  • Experience of using assessment management frameworks and systems.
  • Confident presenter of technical information.
  • Experience and understanding of education and training within the construction industry.
