Job description:


The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney's General Office, and HM Treasury.


It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance and Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team enthusiastic about improving the existing shared services experience for BEIS and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:

  • Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
  • Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
  • Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Person specification:


  • The role of the Assurance Lead is to provide independent assessment and confirmation that the programme is on track, that it is being appropriately managed and that its activities and business rationale remain aligned to the organisation's objectives. This includes ensuring reviews are scheduled and delivered to enable scrutiny of the achievability of Matrix to meet its objectives and benefits as stated within the business case.
  • You will have a confirmed background in PPM methods, particularly related to Assurance, with an eye for detail to make sure things happen when needed. You will need excellent interpersonal skills for collaborating closely with and presenting updates to different audiences.

  • Application of Assurance Standards
  • Responsible for ensuring the programme, projects or activities have appropriate levels of assurance. Following local guidance on types of assurance activities and recording them in management documents as required.


  • Planning

  • Responsible for leading assurance across the programme and to integrate planned assurance activities throughout the lifecycle of the programme. Ensure all management documents are updated and available for review.


  • Stakeholder

  • Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for Assurancerelated matters.


  • Results/Actions

  • Ensure that agreed actions are implemented, and that any lessons learned are applied to future change initiatives.


  • Reporting

  • Lead the timely and accurate reporting of integrated assurance plans and milestones to support the programme.
  • Undertake any other grade appropriate tasks to assist the PMO Lead and the wider programme team.
