The Opportunity
The Parliamentary Digital Service (PDS) are seeking a Chief Technology Officer on a permanent basis.

PDS works with the House of Commons and the House of Lords on their IT and digital needs. The UK Parliament is one of the oldest in the world, steeped in history and tradition. It is part of the fabric of UK life and underpins our democracy. We need to ensure that Parliament can connect with as many of our citizens as possible.

By joining PDS, you would be part of a transformation programme that allows our people to use their digital talents to deliver technology to change Parliament and strengthen democracy even further.


As Chief Technology Officer (CTO), you will provide technology leadership to inform the development and delivery of technologies and systems that support the strategic goals of Parliament.

You will support on the drive to improve standards, while ensuring the Technology Roadmaps are effectively enabling lifecycle management and actively reducing the existence of, and dependencies with, legacy technology.


The post holder will operate across both Houses of Parliament and the Digital Service - you will provide support to the CIO/MD in establishing and maturing the Digital Design Authority, whilst ensuring that a high quality, rigorous and robust Technical Design Authority and associated governance process support it.


This is a pivotal leadership role, it's therefore vital that the post holder can engage with leadership colleagues across PDS, as well as with an eclectic mix of stakeholders.


What You Need

  • Senior level experience envisioning and developing technology strategies to meet business objectives, working autonomously and collaboratively to deliver.
  • Highly effective leader demonstrably adept in stakeholder influencing combined with excellent communication and collaboration evidenced by successfully bringing together disparate groups to reach desired outcomes in the face of competing views and priorities.
  • Experience in operating in an environment where there are multiple digital services providers and having aligned and enabled those providing services to deliver within an operating model built on standards.
  • Be able to demonstrate strategic thinking on digital services, able to understand, share and plan for how evolving technologies will affect Parliament.
  • Ability to provide strong leadership, building and maintaining a high performing and actively engaged team both directly reporting and as head of the distributed architecture guild, including promoting a diverse and inclusive working environment.
  • Ability to think and plan strategically, using critical thinking to solve complex problems and plan across multiple time horizons to deliver tactical and strategic change initiatives in a context where priorities evolve at pace.
  • Excellent written and verbal communication skills with the ability to present complex information clearly and effectively in appropriate styles at all levels.
