Scrutiny Support Officer:

Job description

Full Time / 37 Hours Per Week / Permanent

Join us to ensure the scrutiny function is effectively supported.


Scrutiny enables the council's non-executive councillors to hold decision makers within the council, as well as external organisations such as the NHS, to account for their decisions and their organisations' performance.

Effective scrutiny provides a 'critical friend' challenge to decision-makers, using evidence to drive improvement in public policy and the services that matter to local people.


Working at the heart of the City Council, you'll co-ordinate the work of several of our scrutiny committees and commissions as well as provide support to elected members to enable them to undertake their scrutiny role effectively.

You'll work alongside the Scrutiny Support Manager as part of a dedicated and highly professional team. We work in conjunction with other services and with senior managers from across the council.


We promote agile working, so you'll have the opportunity to work from home and or at our offices at City Hall.

However, you'll be required to attend in-person for all formal commission and committee meetings.

This is a full-time, permanent position working 37 hours per week from Monday to Friday.

You'll predominantly work during normal office hours although you'll be expected to work approximately 1-2 evenings each month to attend the Committee meetings which typically take place at 5.30pm.


What you'll be doing
You'll draft reports and briefing papers, as well as develop and manage scrutiny work programmes.

You'll plan and undertake in-depth scrutiny reviews, carry out high level research, collect evidence and provide support to elected members that is necessary for them to adequately carry out their scrutiny responsibilities.

In addition, you'll be responsible for managing any additional task group/sub-committee work.

Working closely with elected members who lead the scrutiny bodies, you'll also work with senior council officers and maintain a close working relationship with the Democratic Support Team.

In addition, you'll liaise with partner organisations and members of the public who contribute to the scrutiny process.


What you'll need
You'll have excellent communication, negotiation and influencing skills with a strong political awareness. Highly organised, you'll be able to manage a diverse workload, meet deadlines, and work to agreed procedures.

You'll have the ability to translate complex information into clear, concise reports, as well as analyse and resolve problems and issues.

You'll have sound judgement, political sensitivity, and a creative, innovative approach to the role.
