  • Flooding represents a crucial challenge both now and into the future as the impacts of climate change become apparent. Having strategic overview of all sources of flooding has a key role in the Environment Agency. As a Flood and Coastal Risk Management (FCRM) Senior Advisor in the Partnerships and Strategic Overview (PSO) Team, you will be working at the very heart of the team that provides the strategic direction for FCRM in Greater Manchester, Merseyside and Cheshire.

In the role, we are looking for someone who can translate our National Flood and Coastal Erosion Risk Management Strategy and DEFRA 25-year plan into actions on the ground.

You will seek opportunities to deliver FCRM improvements and take responsibility as a Senior User for the development and delivery of projects.

As part of this, you will be identifying where work can be integrated into a wider strategy to deliver savings and efficiencies for our ambitious capital programme, and promoting environmental benefits such as carbon reductions and biodiversity net gains.

Working with other Risk Management Authorities and infrastructure providers, you will be building and maintaining effective working relationships at a catchment and community level.

You will need sound technical skills to complement your communication skills as you will be dealing with senior people from external organisations as well as internal teams.

You will be expected to take on the leadership of some technical aspects such as area lead for partnership funding and Senior User development.

You will be part of the local leadership team, supporting the development of staff and working with our National team on policy and strategy implementation at the local level.


  • The team
  • The Partnerships and Strategic Overview team supports the whole lifecycle of our FCRM assets. PSO works with Risk Management Authorities and communities to design, develop, fund and deliver floodrisk projects to reduce risk to communities.
We use a wide range of skills to help us plan for the future.

They include the analysis of data to inform future investment plans, engagement with communities and professional partners and developing strategic approaches to manage future flood risk.


  • Experience/skills required
  • We are looking for individuals with the following:
  • Experience of acting as a Senior User on FCRM capital projects is essential;
  • As a Senior User, you will need a strong understanding of flood risk management, including processes for business case development and partnership funding;
  • Extensive knowledge and experience of delivering multibenefit capital;
  • Experience of developing a strategic approach to delivering outcomes;
  • A strong track record and proven experience of building effective working relationships with internal and external stakeholders;
  • Excellent influencing, persuasion and negotiation skills and the ability to achieve successful outcomes;
  • Excellent communication skills in order to manage stakeholder engagement effectively;
  • Leadership skills, especially for taking on area lead for technical issues;
  • Desirable: Formal project management qualification or have led a project;
  • Desirable: To have (or be working towards) a professional qualification such as ICE or CIWEM.

  • The role will require frequent attendance at Richard Fairclough House, Warrington, but you will also have to travel to numerous locations within the Greater Manchester, Merseyside and Cheshire area. A full UK driving licence is required.
Responding to incidents is a central part of what we do.

You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident.

This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.
