We are currently looking for a senior associate for the Primary Market Monitoring Team.- You will be part of a team that is responsible for surveillance of the primary markets and identifying and responding to 'real-time' issues affecting listed and traded companies with respect to a range of disclosure obligations.- You will engage with and challenge listed and traded companies and their advisers in relation to market events, to determine the appropriate response by the company or the FCA.

To do so successfully, you will need to quickly assess key issues, articulate the FCA's message credibly and find appropriate outcomes under time pressure.- You will work closely with colleagues in Market Oversight's transaction vetting teams on major IPOs, capital raisings and restructurings, taking responsibility for monitoring media and market activity around the transaction and leading the FCA's response to potential leaks.- You will be involved in responding to guidance requests from listed companies and investors, finding appropriate solutions to often complex regulatory issues.

To be effective here you will have good attention to detail, risk awareness, and concise drafting skills.

Which minimum, essential & desirable skills are required?


Minimum criteria- Experience in managing complex issues.- Ability to deliver our message succinctly and with clarity.- An ability to be flexible about working patterns, including being available to work 7am to 3pm on a regular basis (this is rotated around a number of associates in the team on a weekly basis).


Essential criteria- Excellent prioritisation and organisational abilities, including the ability to effectively balance competing demands and to prioritise work in a risk-focussed manner.- Influence and judgement, with a proven ability to engage credibly with senior market participants and recommend appropriate outcomes in often challenging circumstances, under time pressure and often without the benefit of complete information.- The ability to recognise and assess quickly when a live-market issue requires escalation.- The ability to ensure a high degree of attention to detail and adherence to business processes to ensure that work is of the highest standard.- Excellent written and oral communication skills.- Drive and enthusiasm for the role.


Desirable criteria- A background in capital markets and corporate finance.- Knowledge and experience of the UK listing and disclosure regime.

Team

The Primary Market Monitoring team is part of the Primary Market Oversight department, within the Market Oversight Directorate.


Market Oversight is responsible for overseeing primary and secondary market activity through its role under the listing, market abuse and short-selling regimes.

Market Oversight aims to discharge these responsibilities in a way which is proportionate, risk-focused and forward-looking, through education of the market, and using a range of tools and techniques.

Our work protects consumers and delivers market integrity by ensuring high standards of market practice and appropriate disclosure so our markets will function well.

Primary Market Oversight (PMO) focuses on ensuring trusted and orderly primary securities markets in the UK.

We do this through market surveillance and by monitoring the compliance of market participants with their obligations under the applicable UK and EU regulatory framework (including the FCA's Listing, Prospectus and Transparency Rules along with the primary market aspects of the UK Market Abuse Regulation) and also via the specialist supervision of Sponsor firms and Primary Information Providers.

The work is market-facing, often high-profile, and places the FCA at the centre of the UK's securities market.


PMO is made up of four key functions (Primary Market Specialist Supervision, Market Integrity, Critical Guidance and Policy and Primary Market Monitoring) and we work closely with our colleagues across Enforcement and Market Oversight and within Markets GCD.

As a number of our listed entities are also authorised firms, we also work closely with our colleagues in supervision.
