Job summary:


The Defra group Reward team is responsible for providing an expert service to core Defra, Animal and Plant Health Agency, Rural Payments Agency, Veterinary Medicines Directorate, the Environment Agency, and Natural England, as well as several other smaller agencies and bodies - in all we support about 33,000 staff.


We work closely with our HR colleagues to deliver a seamless service to the business, working collaboratively on high profile projects and the delivery of critical business as usual activities, such as annual pay reviews and Cabinet Office reporting.

We develop the strategies and policies that enable the business to recognise and motivate our staff.


It is a fast-paced environment and, to be successful, we need to respond quickly to changing demand and priorities while maintaining high standards and professionalism.

We are looking for an experienced leader who can shape and deliver strategic Reward approaches across Defra group.

You will need to be an excellent communicator who is able to influence stakeholders at all levels, including the Permanent Secretary and CEOs, have proven experience at leading a diverse team and have proven reward knowledge and project delivery.

You will also need to be flexible and resilient.


Job description:

The Reward team sits within the employee benefits, pensions, policy and employee relations portfolio.

There are 14 members of the team who provide an expert reward service to the Defra Pay Bargaining Unit, Environment Agency, Natural England and several other Defra Arms Lengths Bodies.

The Reward team is a supportive and motivated group of professionals.

We have been focusing on pay flexibility cases this year which is currently being considered by Cabinet Office and HM Treasury.

If this is approved, we will be moving into an exciting and intense period of pay negotiations, developing new policies and implementation.

We are looking for an experienced reward leader who can join the team and effectively take the next phase of this work forward.

Following this phase, we are looking for someone who can help us explore introducing capability-based pay as a longer term pay solution.


As the Defra group Head of Reward, you will be leading a team of professional reward experts to shape and deliver reward solutions that underpin the wider objectives of HR and Defra group.


Typically, you will be responsible for:

  • Leading a team of 13 reward professionals, providing expert services to stakeholders at all levels across Defra, the Environment Agency, Natural England and other Defra Arm's Length Bodies.
  • Implementing pay flexibility cases, pay reform and related policy changes in collaboration with our Shared Services, Trade Unions and wider HR staff. You will also collaborate with communications teams and business leads to land changes resulting from the pay reform.
  • Be responsible for reviewing current reward practices and policies and implement improvements, ensuring they are legally compliant.
  • Leading pay reviews for staff at all levels, including the Senior Civil Service and other senior leadership groups, leading on negotiations with the Trade Unions.
  • Providing policy advice to staff at all levels.
  • Leading the preparation and papers required for senior pay committees.
  • Fostering and maintaining relationships with internal and external stakeholders.


You will work across the range of Defra group, interacting with HR colleagues, the Permanent Secretary, CEOs, other senior leaders, managers, and others in the business, including the trade unions.


You will be someone who is proactive, suggests innovative reward solutions, can influence senior leaders, is resilient and is a supportive and adaptive team leader.

This is a dynamic and varied role that will provide the right person with a great opportunity to further their career within HR/reward.


Person specification:


  • Experience of working in a senior reward role where you have developed and delivered reward strategies that address challenges relating to pay and enable the organisation to deliver its priorities.
  • Experience of leading a team within a challenging and changing HR environment. Providing a professional expert service to senior leaders to ensure reward solutions support organisation needs.
