    To support the Senior Audit Managers/Regional Assurance Directors in relation to client management.

    To direct and supervise staff to deliver Assurance projects and workstreams on time, to budget and to quality standards.

    To operationally manage a portfolio of Assurance and Solutions projects including highly complex, technical, and confidential pieces of work.

    To respond to staff requests for instruction, guidance, and training. or
    To support the Engagement Managers/Regional Assurance Directors in relation to client management. This will include, but is not limited to, drafting Audit Committee papers, and conducting internal quality assessments.
    To direct and supervise staff to deliver Assurance projects and workstreams on time, to budget and to quality standards.
    To operationally manage a portfolio of Assurance projects including highly complex, technical, and confidential pieces of work.
    To support the Assurance Director through the 3 Regional Delivery teams to deliver and report on Assurance Assignments.
    To respond to staff requests for instruction, guidance, and training. MIAA is an NHS Shared service, hosted by Liverpool University Hospitals NHS Foundation Trust.

    MIAA is the predominant provider of internal audit services to over 50+ NHS and public sector organisations in the NorthWest and beyond.

    MIAA offer clients a number of services in addition to internal audit including Solutions, Anti-Fraud, Technical Risk Assurance, Capital, Clinical Coding, Healthcare Quality Support Unit.

    This will require the use of key skills of negotiation and persuasion, tact, a deep appreciation and understanding of complex and changing client risks, NHS/public sector systems and existing guidance.

    Discussions with senior and non-finance staff forms a substantial element of the job often concerning contentious and complicated financial, control and governance issues at a corporate level.

    The job involves significant involvement in persuading and negotiating the reasoning behind recommendations with senior staff, up to and including Board level, across a range of disciplines in order to arrive at an agreed position.

    Work is managed rather than supervised, with the jobholder working within procedures, broad guidelines as defined by the Quality System and Corporate policies but having substantial freedom to act with autonomy and to interpret policies, standards, and legislation.

    The work pattern is often unpredictable but there is routinely a need to actively participate and lead senior level discussions and workshops requiring high levels of sustained concentration.

    There is extensive scope for decision making in respect of planning and organising the personal and teamwork schedule, managing priorities, forming judgments on the adequacy and effectiveness of systems, and producing recommendations to deliver improvements.

    These decisions will be based upon detailed analysis and evaluation of complex systems issues and options across a range of systems.

    Such analysis will incorporate an assessment of potentially conflicting and multi-layered information e.g., There will be a routine management of staff in the team encompassing work scheduling, coaching, individual and team training, and assignment/project review.

    The management role will also incorporate responsibility for elements of disciplinary and grievance conduct of appraisals and objective setting for allocated staff conducting recruitment reviewing work performance and progress tackling poor performance and determining work priorities.

    MIAA operates in a unique competitive trading environment always requiring a professional customer-focus and a range of commercial skills of the postholder.

    This environment creates a business model that requires income to be secured in open competition against multinational consulting and accountancy firms.

    There is a requirement to adapt to a range of working conditions at different client sites which may also involve frequent travel, post covid.

    There is the requirement to have responsibility across the function for aspects of the design and adaptation of information systems to deliver the performance and financial targets of MIAA.

    Also, this responsibility extends to other NHS bodies through audit related consultancy and opinions.

    A substantial element of the job involves utilising a number of offices bases and client computer systems to evaluate systems and produce the Assurance outputs.

    Those outputs, usually reports, are generated from input and manipulation of financial and other data in word processing, spreadsheet, presentations, and database applications.

    Produces, agrees, and oversees delivery of several projects and workstreams across a wide and varied client base that are designed to produce sufficient assurances to fulfil the requirements of the Client needs.

    Manages the planning, conduct, output, and opinions for all work for allocated across a wide and varied client base within agreed deadlines, financial budgets, and quality standards.

    Operates as budget holder for allocated projects i.e., a discrete set of services, requiring the planning and organising of complex activities and programmes to ensure income is recovered, costs contained and outputs delivered.

    Often these budgeted plans need to be adjusted on an ongoing basis for reporting to Engagement Managers/Director of Delivery as priorities shift.

    Manages and develops the key relationships across a wide and varied client base, particularly at Senior and Director Level

    Provide the principal advice to clients across a wide range of matters including risks management and governance matters, ensuring awareness of MIAAs extensive range of expertise and support including but not limited to digital, transformation, programme management, healthcare quality, governance, and leadership.

    Responsible for ensuring allocated projects are incorporated into the overall planning of resources and commitments for the function.

    Plans and organises the work schedule for allocated projects to ensure weekly, monthly, quarterly, and annual timetables are delivered particularly with regard to Client deadlines.

    Personally conducts a range of complex audits/projects for reporting to senior management and the Audit Committee.

    Makes recommendations as appropriate often involving significant proposed changes to working practices and procedures following policy implementation across multiple areas, NHS and other organisations.

    These routinely will involve contributing to service redesign and providing benchmarking information.
    Undertakes complex systems reviews that conclude upon financial control, physical security of cash and the safeguarding of assets.

    These queries may relate to complex issues requiring a detailed understanding of complex client risks, NHS systems and existing guidance.

    Secures added value additional assurance work which enhances the profile and capability of the MIAA.
    Participates in the preparation and delivery of presentations for tendered contracts.
    On occasions, deputises for the Senior Audit Manager .

    Adheres and contributes to the continuous improvement philosophy to ensure we continue to provide a valuable service focused upon clients needs.

    Fully complies with all aspects of the confidentiality policy.

    Can be external audit with a large accountancy practice that has included experience of auditing large organisations and management or supervisory role of junior staff.

    Alternatively, internal audit experience in private or public sector.

    To demonstrate basic understanding of NHS and wider public sector structures, policies, functions, and systems together with the aptitude to build on that knowledge.

    Must understand corporate governance, risk management and assurance principles and practice.

    To demonstrate a full and mature understanding of audit and financial principles and practice together with the aptitude to build on that knowledge.


    Personal/Managerial Skills and Qualities

    Must have excellent oral and written communication skills to enable complicated audit and financial issues to be explained to a range of NHS/client staff, often at a senior level.

    Must have excellent analytical skills and have the ability to collate complex data from various sources.
    Must have strong supervision, staff management, coaching and mentoring skills.
    Must have a good level of numeracy, keyboard skills and computer literacy (ECDL or equivalent)

    Must have the ability to make judgements and recommendations in the context of complex systems and risk and materiality of findings.

    Must have good time management skills and the ability to work to tight deadlines whilst managing competing priorities.
    Must have the ability to travel to a range of sites and work in a range of environments.
