    Job summary

    An exciting opportunity has become available within the integrated Alder Hey and Liverpool Heart and Chest Digital Service to support delivery of Information Governance compliance with legal, statutory and best practice requirements. We are looking for an enthusiastic and motivated individual to work closely with the IG Manager to lead our existing IG Team to support delivery of IG across both Trusts including Data Protection, Freedom of Information, Document Control and wider IG workplan to support our annual Data Security and Protection Toolkit submissions.

    As the role supports both Alder Hey and Liverpool Heart and Chest, there may be requirement to attend and work from both sites as and when required.

    Main duties of the job

  • Under the I-Digital framework, assist in the development and maintenance of information governance strategy, policies, procedures, associated work plans, audits and assurance mechanisms for Liverpool Heart and Chest Hospital and Alder Hey Children's Hospital as part of the Specialist Trust Collaboration.
  • Support the effective implementation of information governance standards and processes.
  • Support the team in coordinating release of information in accordance with legal and statutory obligations and local organisational policies and procedures including Data Protection Act 2018, Access to Health Records Act 1990, Freedom of Information Act 2000.
  • Coordinate and work collaboratively with project stakeholders to support and facilitate completion of Data Protection Impact Assessments, providing advice and support.
  • Facilitate document control in such a way as to make a direct positive contribution to the organisation by maintaining a Trust wide database and archive to support the transition of policies through the ratification processes.
  • Support coordination and evidence collation for the annual Data Security and Protection Toolkit submission under the direction of the Information Governance Leadership Team.
  • Enable the Trust to comply with Risk Management, Information Governance, and other external standards to support organisation compliance.
  • Development and delivery of information governance training, advice, support, and awareness raising materials.

    Job responsibilities

  • Line management of Information Governance Team, including annual leave, absence management, appraisals, objective setting, personal development plans, support and guidance.
  • The post holder will be expected to work on their own initiative in delivery of objectives, working within departmental procedures, taking advice and direction from the Information Governance Manager and Senior Information Governance Team as required.
  • Work with levels of independence, autonomy and decision making, seeking advice where necessary prior to application of decision or process change.
  • Support the implementation, delivery and monitoring of the Information Governance Strategy, associated work programme and key projects requiring IG input.
  • Support the development and implementation of information governance policies, standard operating procedures and organisational processes to support compliance with local KPIs, national standards and legislation.
  • Management and oversight of processes for LHCH information disclosure requests under the Data Protection Act 2018, Access to Health Records Act 1990 and Freedom of Information Act 2000 in line with legislation and Trust procedures, including wider information disclosure practices , continuance of healthcare, CCTV etc.
  • Management and oversight of LHCH document control processes, including document control library and archive, timely publication of documents, version control and compliance reporting to senior management.
  • Develop and maintain Trust Freedom of Information Publication Schemes to support routine and proactive publication of information.
  • Lead review and action of information governance incidents reported via Trust incident reporting processes, ensuring investigation, including organisational learning, guidance and support to both Trusts to reduce risk and likelihood of further incidents, ensuring escalation as appropriate to IG Manager or Data Protection Officer.
  • Contribute to the development and production of Information Governance Training materials, training needs analysis and achievement of IG training strategy.
  • Develop and deliver information governance awareness communications materials to increase organisational awareness and improvements to organisational culture, including document control and records management.
  • Lead and coordinate the annual Data Security and Protection Toolkit (DSPT) for LHCH and Alder Hey, including evidence collation, validation and submission in line with national requirements, supporting the IG Manager with annual independent audit process.
  • Support the IG Manager in the production of regular reports to provide assurance or highlight risks to compliance with DSPT, risk registers, IG Training, compliance with KPIs etc, providing recommendations and actions to drive improvement.
  • Lead and coordinate data security and data protection spot checks and audit processes, collating results, report and present findings to relevant committees as required, working collaboratively with the Cyber Security Lead.
  • Coordinate review and management of Data Protection Impact Assessments (DPIAs) with the IG Team in line with Trust processes, to establish any risks, including recommendations for risk reduction / mitigation in conjunction with Information Asset owners and project leads.
  • Develop and monitor compliance with IG Team procedures to ensure robust performance and management in line with local KPIs, legal and statutory requirements.
  • Facilitate and document data sharing and data processing agreements with partner organisations and third parties, ensuring key stakeholders are involved in approval process and seek appropriate sign off within the organisation.
  • Lead point of contact for information governance related queries, providing advice and assistance on all IG matters, seeking further support and guidance from senior IG Team as necessary.
  • Develop and maintain the content of the Information Governance Intranet and Internet sites to ensure content remains current and fit for purpose.
  • Attendance and representation at internal and external meetings as required.
  • Develop and maintain knowledge base though continued professional development to keep abreast of changes to legislation and standards, providing advice and guidance in relation to all aspects of law which affect how information is handled.
  • Work in an interoperable manner with health records, access to information, and wider I Digital service functions to provide support, assistance and guidance as required.
  • Maintain accuracy and update of Information Asset Registers, data flow mapping and other relevant records, providing support to Information Asset Owners and Administrators on appropriate data protection measures.
  • Deputise for the Information Governance Manager in their absence with regard to information governance duties and attendance at meetings as required.

  • Educated to degree level or equivalent knowledge in Information Governance with relevant training courses.

  • Previous experience working within an NHS organisation
  • Experience of working within an Information Governance or Health Informatics environment (or equivalent)

  • Application of knowledge and understanding of core legislation (DPA 2018, GDPR, FOIA 2000 etc)
