Description
The introduction of a national Genomic Medicine Servicebuilds on the NHS contribution to the national 100,000 Genomes Project and the creation of 7 Genomic Laboratory Hubs to deliver a standardised and nationally commissioned test directory.
The North West Genomic Laboratory Hub is hosted by Manchester University NHS Foundation Trust.

Providing IT management for the North West GLH you will work closely with the NW GLH Bioinformatics and Informatics Lead and will be responsible for managing and developing the IT infrastructure supporting the services provided by the GLH.
You will work closely with the laboratory to develop IT solutions to improve and automate services, developing close working relationships with teams across the GLH and central IT teams.
Additionally, you will identify and escalate IT risks across the GLH, working with local teams to mitigate and ensuring effective processes are in place for escalation where appropriate.

Responsible for the development and delivery of the highest quality IT service through the ITIL focused management of the North West Genomic Laboratory Hub (NWGLH) IT assets.
The main focus is to undertake effective service transformation and operations.o
The post-holder will lead the development and operational management of the GLH servers, PCs, instruments, printers and other IT equipment, including specialist software and databases.
o The post-holder will develop and lead a small IT team within the GLH.o The post holder will work closely with the constituent central Trust IT departments (Manchester Foundation Trust MFT and Liverpool Women's Foundation Trust LWFT) to develop and support the work of the GLH.o The post holder will liaise with MFT Group Informatics in relation to Genomics IT projects.oThe post-holder will work closely with senior managers and their teams within the GLH, across the Trusts and external partners.

Ensure appropriate service continuity and disaster recovery plans are in place for GLH systems and servers and associated environments, ensuring that full and comprehensive plans are developed, fully documented, communicated, tested and reviewed at regular intervals to ensure validity, practicality and appropriateness, liaising with other Informatics and Trust Managers, as appropriate.
Engage with clinical and managerial and central IT department stakeholders to develop, agree, maintain and implement solutions to support the GLH activity, reporting key milestones and slippages on delivery.
Develop excellent relationships with Clinical Scientists, Technical and other professionals in the GLH to ensure that they have an opportunity to influence the management, planning of and development of informatics services within the GLH.
Appraise (financial, operational, technological, political and supplier assessment) business and operational needs across the geography in the development of business cases, plans and proposals to address identified needs whilst ensuring alignment with the GLH Informatics Strategy and core priorities of the Central IT teams.
Responsible for the security, maintenance, management, and documentation of the GLHs IT environment across all sites in line with legislation, national and local policies and procedures.
Liaise with central IT departments to ensure the operational and data administration tasks are undertaken in a timely and appropriate manner to maintain data integrity and reduce risk to the GLH.
Lead in the design and planning of major implementations, projects and infrastructure changes to the GLH estate, providing specialist technical knowledge.
Lead in the review, technical assessments, selection, development, use and maintenance of hardware and software for use within the GLH environments liaising with other Informatics Teams and ensuring that NHS and Trust policies and procedures are followed.
Ensure the management, monitoring and resolution of incidents, problems and service requests in own areas in line with agreed timescales, processes and procedures.
Develop and manage key performance indicators, metrics and targets to demonstrate service performance and delivery in own areas, highlighting areas at risk with corrective action plans, areas requiring further development and to assist in organisational learning.
Provide Health and Safety advice to all customers/users regarding hardware and software in line with national legislation and GLH/Trust policy and guidelines.
Responsible for day-to-day management of own team in line with appropriate policies, procedures, working practices and guidelines, ensuring all resources are deployed to maximise an efficient and effective delivery of support services to users.
Provide regular performance reports on progress, status and achievements for own area to be used by both Management and Users.
Provide specialist training for staff from own or other disciplines on own subject area, when required.Financial / Physical Resources
Responsible for monitoring the maintenance and support contracts allocated to own area, ensuring continuity of service and budget management. Central IT departments as required.
Liaise and negotiate with external agencies, suppliers and contractors ensuring delivery of service is in line with agreed contracts, in collaboration with Central IT departments as required.
Act as an ambassador for the GLH by developing and maintaining excellent working relationships with users across constituent organisations to deliver a high quality, performing GLH service to achieve local requirements and national targets.
Responsible for implementing policies for own work area and for proposing changes to policies, in line with legislation, Trust and NHS policies and guidelines across the GLH, where appropriate.
Pro-actively lead in ensuring that GLH IT services delivered within the Trust reflect best practice with respect to organisational, NHS and legislative requirements and guidelines including IT Infrastructure Library (ITIL), Data Protection legislation, Information Standards, Information Security and compliance with NHS Information Governance.
Participate in quality management system, undertaking audits designed to improve IT systems and services.Ensure that there is a proactive and comprehensive approach to risk management and be responsible for service continuity for own area and participate in the GLH IT service continuity planning.
Ensure change management is applied in own areas and follows implemented policies and procedures.Ensure all documentation relating to own area is complete and fit for purpose and all releases relating to hardware, software and documentation is controlled.
Provide Root Cause Analysis (RCA) for allocated incidents and problems instigating emergency action, when required, liaising with other GLH/Trust Managers, as appropriate.
It is a requirement for all staff to comply with all infection control policies and procedures as set out in the Trusts Infection Control manual.
The postholder is also responsible for ensuring all their staff attends mandatory training, including infection control and to provide support to the Director of Infection Control.
