    Description
    This post is a secondment for 24 months to meet the needs of the service.

    A Senior role as the National Lead Manager responsible for the long term strategic planning, commissioning and continuous development of specialist adult renal services throughout Wales on behalf of WHSSC.


    The post holder will ensure that specialist renal services (transplantation, dialysis and access surgery) are commissioned in accordance with agreed quality and clinical standards including those set by the Welsh Government Renal Delivery Plan, the WKN National Service Specifications, the UK Renal Association, the UK Renal Registry, and the National Institute for Health and Care Excellence.

    Provide guidance and advice on policy issues involving Specialist Adult Renal and transplantation services.

    Responsible for designing and delivering National strategies and operational plans for the Welsh Renal Clinical Network to include:

    ~ Development, implementation and monitoring of service specifications for both directly commissioned specialist services

    ~ Pre-dialysis care,

    Commissioning for quality to ensure compliance (as a minimum) with National quality standards as measured against those of the UK Renal Association and Welsh Healthcare Standards.

    Compliance across all services for the timely provision of accurate data required to complete the 'minimum data set' for the UK Renal Registry Welsh national audits, and service performance reports.

    The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.

    Educated to Master's Degree Level or equivalent level of work experience, skills and knowledge.
    Programme and Project management experience.
    Evidence of continuing professional development.
    Understanding of National legislation, policy and guidance as appropriate to the role.
    Understanding of budgetary and financial management.
    Understanding of performance management techniques.
    Prince Project Management training or equivalent.
    Experience of planning and commissioning adult renal services.
    Experience in the planning of renal transplantation services.
    Experience of working with National policy makers, and government officials.

    Significant experience in a senior management position in a large complex organisation in particular in a key leadership position.

    Experience of directing the planning and commissioning of services at a local and National level including performance, financial and staff management.

    Experience of planning and implementing long term strategy.
    Experience of successfully leading major change programmes, including improving performance.
    Experience of multi - disciplinary/agency working.
    Demonstrable success in building, leading, motivating, managing and developing teams.
    Experience of working within Specialist Services planning organisations.
    Experience of developing policy and standards at a National level.
    Experience of working with Local Authority and/or Non-statutory sector.

    Confident directing services at a senior level and taking overall responsibility for key outcomes.
    Able to interpret legislation, policy and National guidance as appropriate to the role.

    Ability to communicate complex information and issues to a wide range of senior internal and external stakeholders, persuading them of the need for change and influencing their decision-making when appropriate using tact and diplomacy.

    Welsh Language Skills.

    Confident and dynamic in a senior role.
    Must be prepared to travel frequently throughout Wales and across the UK as required.
