    JobSummary:

    The team iscurrently short staffed and is due to undergo a piece oftransformational work to refit it into the business ensuring therequirements and obligations of the new Procurement Act areimplemented andembedded.

    Criticality forBusiness In order to stabilise the operations of the Construction& FM category in line with the other two categories thispost is essential to give suitable management and guidance to theworkstream and support the new Senior procurement roles in thereorganisation of theteam.

    KeyDuties/Accountabilities:

    undertaking theassembly of Tender Packs (Invitation to Tender / Request forQuotation) and can demonstrate experience working with ClientProject Teams / Internal Departments (Legal / Insurance / DataOfficers / etc) to assist with drafting documents with the ClientProject Team and ensure the Tender Packs are complete with allrelevant information (including weightings andsubcriteria).

    All assupported and guided by the Category Manager. This may includeexperience of supporting market engagementactivities.

    Link to widerorganisational objectives/plans Linked to MTFS 1% saving and widerculture changeprogrammes.

    Impact onService if post is not recruited to. This is a critical role forthe team to give stability to daytodayoperations.

    For a MFSprovide market data to justify the request. Previous incumbent was625 per day.

    Providebenchmarking data for daily rate of Agency staff recruitmentespecially where the rate is 250 and above. Asabove.

    Management ofinterfaces with Council Stakeholders to address any issues /provide support andadvice.

    Workflexibility to undertake work in other categories as may beassigned by Head of Procurement of Construction and FM categorymanager.

    EssentialExperienceRequired:

    2 Yearsexperience of managing end to end procurement exercises within aLocal Authority or other equivalent Public Body which is subject tothe Public Contract Regulations 2015 (as amended) and theorganisations Procurement Procedures isessential.

    At least twoyears experience of applying PCR 2015 or advising clients to ensurecompliant procurement processes isessential.

    Experience ofdealing with the post tender submission evaluation process isessential.

    Experience ofover threshold procurements (including frameworks) isdesirable.

    Experience ofusing large Public Buying Organisations (PBOs) frameworks forCallOff Contracts e.g. ESPO YPO and CCS isdesirable.

    EssentialQualificationRequired:

    A good generalstandard of education written and good verbal skills isessential.

    Additionalinformation tonote:

    Working hours:35 hours perweek.

    The role ishybrid with two days in theoffice.
