    Public Health Project Officer - Smoke Free Generation
    Kent Public Health Smoke Free Generation

    Kent Public Health is seeking to expand to deliver an extended tobacco control agenda under the governments new smokefree plan, Stopping the Start.

    There are new and exciting opportunities available to support our excellent tobacco control and commissioning teams and take our Stopping the Start delivery plan forward.

    We are looking for motivated and enthusiastic team members, ideally with public health backgrounds and project management skills and knowledge of the tobacco control agenda.

    Public Health Project Officer - Smoke Free

    This new role offers you an opportunity to support the delivery of new and exciting tobacco control projects within Kents Public Health team to help ensure that the local authority's ambitions are delivered.

    We will be developing new programmes to deliver the governments smokefree agenda, so project planning skills and attention to detail are essential.

    Public Health promotes the prevention of poor health and seeks to address health inequalities and inequities locally.

    The wider public health team commission public health services including a health visiting service, undertake research, work in health protection, and carry out analysis of health-related data.

    As part of the Public Health team, your role will be to develop, monitor, review, and support projects in a range of services across different partnerships.

    You will coordinate projects, provide support, present reports for different audiences, and monitor progress against outcomes.

    You will need to have the ability to prioritise competing demands and objectives, coupled with diplomacy and a working knowledge of all stages of the project cycle.

    The post will initially be appointed on a three-year fixed term contract with the aim to review and extend for up to two additional years (funding dependent).

    Purpose of the Job:


    Develop, support, monitor and review activity relating to specific projects within the Public Healthdivision, providing support and advice to managers across the Directorate, in order to delivereffective project implementation in line with budgets and timescales.

    Monitor the implications of legislation and local and national initiatives which may impact on theDirectorates services and users.

    Deliver a range of projects across the Directorate and across the Public Health divisionat all stages of the project cycle, as directed by Senior Managers or Members, includingproject initiation, planning, management and consultation, in order to ensure effective,efficient and high-quality projects within defined processes and to the appropriatetimescales.

    Monitor and evaluate the progress of the project, identifying any scope for improvement tocurrent projects or any problems or constraints as determined by legislation, national andlocal initiatives, Directorate or County policy etc.

    in order to develop project briefs whichsupport agreed and changing objectives.
    Commission and monitor activity, as agreed with Senior Managers, in order toensure that overall project objectives are met.

    Maintain regular and effective communication with Senior and Chief Officers, includingrecommendations and reports on projects in order to ensure that informed decision-makingtakes place.

    Develop specialist knowledge of relevant services and initiatives related to the projectsto enable informed decision-making throughout the various stages of the project andensure effective briefing of Members, Senior Officers and all stakeholders.

    Provide support to the Programme Manager in the planning and monitoring of projectbudgets to ensure tight financial control and the effective use of resources.

    Promote the project within KCC and across partnership agencies at a strategic level toensure full user and stakeholder participation in the development of appropriate initiatives.

    Prepare a business plan for the Project, to reflect the requirements of any external fundingand to ensure the appropriate development of services via targeted projects.

    Develop, maintain and analyse monitoring and audit information for all stages of theproject, in order to ensure that all relevant standards are met.

    Create new partnerships and maintain existing partnerships with other local and nationalorganisations, to broaden the scope of the project through best practice and informationexchange and to maximise potential income opportunities.

    Willingness to work towards an appropriate Project or Programme Management qualification.

    Direct experience of work involving analysis or review in a range of settings.
    Experience of presenting reports and participating in meetings with elected Members and Senior Officers.
