Spencer Clarke Group's Local Authority client is seeking an experienced Programme Director with a strong background in local government to lead the development and implementation of a Strategic Regeneration Partnership (SRP) focused on transforming the City Centre.
This role requires extensive Director-level experience and a strategic mindset to secure a long-term partnership with a developer and institutional funder, accelerating regeneration and maximizing return on investment.
Key ResponsibilitiesnProgramme Management:
Establish rigorous programme management arrangements, linking seamlessly with the Council's existing structures such as the District Regeneration Board, Capital Officer Group, and Member Oversight Board
nReporting:
Provide regular written and verbal reports to the Council's Corporate Management Team and Cabinet at key milestones throughout the programme
nProcurement:
Lead the procurement of a development partner within 6 months, using the most advantageous, compliant route to market
nFramework Development:
Finalise Strategic Regeneration Frameworks for all core areas within the City Centre Masterplan within 12 months, driving a robust mixed-use development programme
nLand Assembly:
Play an influential role in identifying and assembling land/sites to ensure a viable pipeline of developments aligned with the City Centre Masterplan
nStakeholder Management:
Proactively manage stakeholders across public and private sectors, delivering an effective communications plan
nAdvisory Role:
Provide expert advice and support on other regeneration programmes and initiatives across the District as required.
Qualifications and ExperiencenExtensive Director-level experience in local governmentnProven track record in managing significant and complex capital and revenue projects within economic development.nStrong expertise in procurement, contract management, and forming strategic partnerships.nIn-depth understanding of legal arrangements such as joint ventures or special purpose vehicles.nExceptional communication and stakeholder management skills.nRelevant degree or equivalent experience.
