    Matron Neurology and Complex Rehabilitation

    An exciting opportunity has arisen to join our Neurology and Rehabilitation Team as a Matron.

    We are looking for a Matron who is passionate about adding value to patient care, leading and developing nursing teams within the Directorate and working with members of the MDT. The Matron will be an experienced nurse leader who is enthusiastic and dynamic, with responsibility for monitoring and continuously improving key performance indicators to identify continuous service improvements for quality patient care and experience, and make a positive impact on nurse training, education, professional development.

    The Matron will have a pivotal role, working closely with the senior nursing, divisional and rehabilitation management teams, ensuring high standards of nursing care are delivered through visible and inclusive leadership. Our successful candidate will be supported to achieve their performance/personal objectives, creating opportunity to grow and develop to be the best they can be.

    Main duties of the job

    The postholder will ensure that the highest quality of patient centred care isdelivered by the appropriately skilled nursing workforce. This will be achievedby effective leadership, setting, monitoring and maintenance of professionalstandards and collaborative working, Supporting the Divisional Nurse Directorto ensure the sustained delivery of high standards of nursing care and servicedelivery

    The postholder will contribute to the Senior Nursing Team by ensuring all staff andteams within the defined clinical area are effectively line managed supportingthe development of effective clinical leaders at all levels, ensuring thatleadership and clinical practice functions are carried out effectively, makingbest use of available resources.

    The postholder will be responsible for monitoring clinical standards within clinicalteams, ensuring staff competency, setting objectives and targets, and keepingagreed programmes of work to timetable.

    The post holder will work in collaboration with the NeurosurgicalMatrons, Infection Control Team and Divisional Nurse Director and the CRMN teamleader to support the delivery of the Trust/Rehabilitation Networks overallobjectives and service priorities, with a particular focus on nursing practice,patient outcomes, patient experience and quality initiatives. The post holderwill be accountable for delivering quality indicators and responsible forquality streams based on national nursing good practice and local qualityindicator

    Job responsibilities

    Key Resposnisbilities

    Leadership

    To lead and motivate staff effectively in the provision of care and future service.

    To lead and support designated nursing teams through the processes of change, supporting the continuous development of change management skills.

    To forge effective links between nursing and other professions both internally and externally to support effective multidisciplinary working.

    To lead, supervise, support and guide ward staff in the implementation of safe and effective discharge of patients in line with trust policies and procedures.

    To lead on specific nursing developments both within the trust and more widely across CMRN ensuring that registered nurses are motivated and empowered where appropriate.

    The Matron will provide clinical and managerial leadership within their area of responsibility, developing and strengthening and supporting the role of Senior Sisters and their staff.

    To act as a point of contact, professional and clinical support to nursing colleagues across CMRN for matters relating specifically to complex rehabilitation.

    Lead on the audit and evaluation of nursing care and practice. Ensuring that local systems and monitoring arrangements are in place for Quality Key Performance Indicators

    Be a positive role model, demonstrating behaviours in line with organisational and professional values and codes.

    Contribute to a culture that empowers ward/department managers and staff to reach their full potential and achieve personal, service and corporate objectives.

    Promote a patient and service-orientated culture across the organisation.

    Take responsibility for quality streams based on national nursing good practice and local quality indicators

    To lead and chair the CMRN lead nurses forum and to oversee the collation of the Safety and governance report, escalating any themes or concerns as required and supporting the implementation of shared learning and corrective actions as appropriate.

    Clinical

    To ensure a high profile of senior nursing staff in the ward or department area for patients, families and carers

    To reinforce and enable the Sister / Charge Nurses primary ownership of the co-ordination of the total patient experience, clinical care standards on nutrition, infection control, cleanliness, environment and safety issues, privacy & dignity.

    To provide clinical leadership to the nursing teams within the Division, and as such will work in close collaboration with staff from other disciplines across professional and organisational boundaries.

    To coordinate and facilitate the development, implementation and review of standards policies, procedures, competencies and clinical guidelines; enabling evidence based clinical practice and be responsible for continuous performance improvement.

    Leading by example to promote the service and disseminate good practice both internal and external to the Trust, demonstrating to nurses the high standard of care that patients can expect.

    Act as a role model and work within legislation and Trust procedures, ensuring the compliance of all staff working within the unit.

    Be responsible for investigation of and action planning of all reported incidents

    To work as part of the Divisional Management Team and Senior Nursing Team to support operational delivery, supporting the wards in managing capacity and expediting discharge.

    Be professionally accountable for standards of nursing and influence the non-clinical contributions that are necessary to care delivery including standards of food, cleanliness of the environment and other services that impact on patient care and welfare.

    To proactively support and facilitate the timely and effective admission of patients accepted to the CMRN hub units from the referring organisation and to ensure the smooth transition of patients requiring progression and transfer within the CMRN pathway and discharge from the Rehab Network, escalating any delays and concerns as required.

    Ensure that the agreed high standards of cleanliness are met in clinical and public areas of the Trust and take appropriate action if standards fall, empowering Sisters/Charge Nurses to take responsibility for their environment

    Develop and introduce systems to enhance the responsiveness of dealing with patients concerns, monitoring any trends, and developing appropriate actions

    To ensure that patient feedback is acted upon and all lessons learned from complaints and incidents are implemented

    Work with the Divisional Management and Senior Nursing Teams toresolve problems for patients and their relatives by acting quickly to deal with problems when and where they occur and by liaising closely with The Patient Experience Team. Using this information to plan and implement actions, thus developing a quality service.

    Ensure that patients are treated with respect and that their privacy and dignity are protected, and that they are addressed in the way that they choose.

    Challenge behaviour that undermines the rights of others, respecting peoples diversity and valuing them as individuals

    Ensure that patients receive consistent quality care by taking responsibility for driving up standards of care and leading work to improve professional practice and patient services, guided by local and national agendas.

    Ensure that systems are in place for the monitoring of quality standards, addressing poor performance in line with Trust policy e.g. complaints, incidents, poor communication and Quality Monitoring Programme by the population of the ward and trust scorecards and the agreeing of action plans.

    Ensure strict adherence to guidelines on the prevention and control of healthcare associated infection in hospital, taking the lead on key priorities identified by the Saving Lives Programme and joint working with the Infection Control Team

    Work collaboratively with Facilities to ensure all standards of cleanliness are addressed and encourage and support senior staff to monitor and challenge when standards of environmental cleanliness are not achieved or maintained.

    Management

    To ensure optimum efficiency within given financial envelopes and work proactively to reduce expenditure in line with divisional service and cost improvement programmes.

    Work in collaboration with all key parties to identify and implement innovative strategies for delivering effective care within a changing environment that improves the patient experience and health outcomes

    To provide cross cover and continuity of the Rehabilitation of the coordination team leader role during periods of absence and leave.

    Support the Network Manager in identifying risk and making decisions to provide appropriate management of the service.

    To have an oversight and monitor performance of the bad management function to ensure this acts as an integral part of the service.

    Investigate patient delay issues and work in collaboration with the Rehabilitation coordination service team leader to identify the most appropriate way of resolving these.

    Attend appropriate Clinical Governance meetings and other sub-committees as required.

    Advise on the level of nursing care and skill mix required to meet on-going and future needs

    Review ongoing risk management and health and safety issues and work with relevant organisations and rehabilitation network staff to minimise the risk.

    Maintain and develop strategies and ensure that key staff eg Rehabilitation Manager operations Manager and Rehabilitation coordination team leader receive regular and up to date information.

    Deputise for members of the senior nursing team as required. Attend meetings and working groups and provide reports as requested

    Ensure that all staff within the Division adhere to Trust codes of dress and conduct

    Ensure that all Senior Sisters have a PDR and yearly appraisal and that appraisal systems are in place for all staff on the wards

    Ensure that bank and agency spend is monitored and maintained within budget and that action plans are developed for overspends on the wards and where appropriate, CIP schemes are identified

    Act as the point of contact for all issues relating to the provision of education and training for nursing within designated area of wards

    Ensure all nurses comply with NMC regulations and work within their scope of practice.

    Person Specification Qualifications

    • Current NMC Registration
    • 1st level Degree relevant to clinical specialty or equivalent relevant professional qualification.
    • Post basic qualification in leadership and / or management
    • Teaching qualification
    • MSc level or willing to undertake.

    Experience

    • Significant and demonstrable experience within a ward/ clinical setting
    • Ability to demonstrate experience in leading and developing patient pathways
    • Evidence line management experience of ward/ specialist nursing teams.
    • Experience of successfully managing the implementation of change
    • Experience of collaborative working
    • Track record of delivering required standards of care within areas of responsibility
    • Ability to write reports demonstrating alignment of the relevant service to the trust strategic objectives.
    • Ability to collaborate and work with other clinicians.
    • Evidence of effective people management and leadership skills
    • Demonstrate high standards of communication / negotiation skills
    • Is able to make operational judgments involving complex facts/situations
    • Can demonstrate assertiveness, tact and diplomacy appropriately
    • Strong analytical skills and ability to consider the wider picture
    • Demonstrates knowledge and understanding of the national policy context for nursing practice and development, including knowledge of contemporary nursing policy and issues.
