    Overview

    The London Borough of Harrow is recruiting for a Waste and Street Cleansing Manager to oversee their waste and street cleansing operations. This role combines aspects of service delivery, cost control, and team management. The post holder will oversee daily operations and guarantee they meet service standards for both waste collection and street cleaning. Maximise efficiency by minimising costs associated with waste collection and street cleaning. You will utilise Bartec software and other relevant systems to enhance service delivery. Collaborate with the recycling team to increase recycling rates and reduce residual waste. Implement strategies to continuously lower residual disposal costs. Respond promptly to resident and member inquiries and complaints regarding waste and street cleaning services.

    In essence, this role is ideal for a leader who thrives in a fast-paced environment, prioritising efficiency, cost-effectiveness, and excellent service delivery in waste and street cleaning operations.
    About You

    The successful candidate will have:

    • Hold a current UK Drivers Licence and have a vehicle available for use.
    • Able to fully access buildings/building sites/ rough ground in order to carry out aspects of the role.
    • Experience of ensuring 'O' Licence requirements and are adhered to in relation to service vehicles and their operation.
    • Experience of successfully managing H&S issues within the workforce
    • Substantial experience of overseeing the operation of a borough wide household waste and recycling service or equivalent
    • Experience of successfully co-ordinating the work of a diverse team within a customer focused resident facing environment.
    • Experience of designing and managing complex route plans for domestic refuse/recycling collections, or street cleansing or Open Spaces or similar service delivery.
    • Experience of challenging silo attitudes to encourage effective relationship building inside the waste services and external to an organisation.
    • Experience of building collaborative relationships that engender a sense of teamwork.
    • Experience of performance-based management including challenging performance through regular meetings, achieving positive outcomes whilst maintaining effective working relationships and service delivery.
    • Experience of working closely with a variety of stakeholders and teams across an organisation and with external contractors/partners.
    • Understanding of the operational and strategic issues relating to the development and delivery of an appropriate and efficient waste service.
    • Ability to identify service development opportunities and develop strategies and procedures to put these into practice.
    • Understands the complexities of political dynamics and use this to manage relationships and resolve conflict effectively.
    • Excellent verbal, written communication, presentation, and interpersonal skills.
    • Strong influencing expertise, able to work intuitively and liaise effectively with a wide range of stakeholders.
    • Highly numerate and IT literate, able to work effectively with the Microsoft Office suite of applications and a range property systems.
    • Ability to assess risk and promote risk awareness without being risk averse.
    • Knowledge of the Councils standing orders and reports.
    • Acts as a role model to others in the team, sharing knowledge and experience, when necessary, whilst respecting and valuing the contribution other team members' experiences can bring.
