    Description
    Radius is seeking a Head of Commercial Management for a Data Centre going through a new build and expansion.

    Reporting to the Programme Delivery Director, the Head of Commercial Management (Projects & Commercial) will provide in house Quantity Surveying service on all infrastructure projects / programmes.

    This involves initial estimating / budget forecasting, cost plan management, consultant and contractor selection, preliminaries drafting, tendering, contractor negotiation, valuations, variation control, cost reporting and final accounting.

    Additionally, to support the financial management functions normally carried out in an end operator construction business including internal Purchase Order reconciliation and cash flow.

    More than 5 years' experience in running construction projects, ideally within the data centre industry or those with a very complex services content.

    Extensive experience in an environment where 'front end' activities such as project estimating and cost planning are routinely carried out.

    Able to provide all the quantity surveying input necessary to run construction contracts of £10m-30m, where external quantity surveying firms are not appointedExcellent communication skill with the ability to explain technical matters in a way that can be clearly understood by a non-technical audienceDemonstrable experience of managing a critical supply chainA sound track record in risk management.

    The main responsibilities are, but not limited to, the following:
    To own all commercial elements of pre-contracting for each project / programme to deliver:CostsEstimated budget costs for each schemeCost planning for each scheme and optionCashflow plan for each scheme / option to allow for clear funding planDocumentsInternal approval of scope / briefs and similar third party documentsAn approved Procurement Strategy / method for each projectAn appropriate and agreed contracting approach for each projectAgreed tender documents that allow selection of the best & most appropriate supply chain / partnersPreparation of all preliminariesCompleted contract bundles using the appropriate legal advice / supportCompleted third party appointments using the appropriate legal advice and supportManagementRepresentation at all pre-contract meetings, providing advice or assistance to all other professionalsManagement of any tender processes and selection of the best & most appropriate suppliers / partnersThe best outcome in all commercial negotiationsWorking / liaising with external Quantity Surveyors (where appointed) to deliver all of the aboveCost Management & ReportingContract variations that are agreed by all stakeholders, formally instructed and managed & recorded via a formal contract frameworkAccurate and agreed interim valuations that allow payments to contractors to be madeAccurate cost reporting and reconciliation to agreed costs plans / budgetsA final accounting review / payment with contractors / suppliersManagementRepresentation at all pre-contract meetings, providing advice or assistance to all other professionalsManagement of any tender processes and selection of the best & most appropriate suppliers / partnersThe best outcome in all commercial negotiationsWorking / liaising with external Quantity Surveyors (where appointed) to deliver all of the above
