    Job Purpose

    Great Britain's electricity system is undergoing an ambitious, exciting and vital transformation. Together with industry, we are creating a cleaner, greener system, one that protects the planet and serves generations to come.

    We are going through an exciting period of transformation, as we become a new, independent, public corporation, responsible for strategic planning of the electricity and gas networks across Britain, in addition to our responsibilities for operating the electricity system. This new organisation will be called 'National Energy System Operator', or NESO, following its launch in Summer 2024.

    As part of a dynamic and forward-looking regulatory policy team, the Regulatory Policy Analyst plays an important role in monitoring and tracking regulatory developments which impact the ESO and drafting coherent, considered and evidence-based responses aligned to the ESO strategy and policy position.

    This role can be based from Warwick, Wokingham or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

    About us

    As Great Britain's electricity system operator (ESO), we sit at the heart of the electricity system, using our outstanding engineering and commercial expertise to balance electricity supply and demand. Ultimately, we keep the electricity flowing directly to where it's needed, second by second.

    Becoming the National Energy System Operator

    In Summer of 2024, the ESO will transition to becoming the National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator will be the independent body responsible for planning Great Britain's electricity and gas networks and operating the electricity system.

    The ESO, including all of its existing roles, will be at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users' need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.

    The organisation will be set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As the ESO are today, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.

    Key Accountabilities

  • Responsible for horizon scanning for regulatory developments, ensuring that any material changes to policy/ legislation/ framework are monitored and tracker, and providing timely updates to internal stakeholders as appropriate
  • Apply knowledge of the regulatory framework(s) and the ESO's strategy, to the ESO's end to end process for responses to regulatory developments. This includes creating the plan for response, drafting responses, gathering input from internal stakeholders, facilitating review and sign-off and publication.
  • Develop expertise as a subject matter expect (SME) for regulatory policy development, providing advice and recommendations to internal stakeholders on a wide range of regulatory policy matters.
  • Develop expertise as a SME point of contact on the ESO license(s), responding to queries from stakeholders and ensuring ownership of key obligations is embedded across the business.
  • Contribute to the delivery of regulatory reporting obligations, including RFI's, the Regulatory Reporting Pack, the Data Assurance Guidance Network Data Assurance Report, and other reports as required
  • Represent the ESO in regulatory policy discussions and negotiations with government agencies and industry organisations, to stay informed on regulatory policy developments and bring lesson learned back to the Regulation team to better inform ways of working.
  • Build and maintain relationships with external stakeholders, including government agencies and industry organisations, to promote the ESO's interests in regulatory policy matters.
  • Support the delivery of projects and ad-hoc requests, as required by the Regulation leadership team from time to time

  • What you'll get

    A competitive salary between £44,000 - £50,000 per annum – dependent on experience and capability. As well as your base salary, you will receive a bonus based on company performance, 26 days annual leave as standard and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.
