    The Outpatient Clinical Support Unit (CSU) is based at St Jamess Hospital and provides nursing support to 17 Outpatient departments on four hospital sites and also the Phlebotomy teams delivering inpatient, outpatient and community anticoagulation services.

    The Outpatient nursing specialties include ENT, Cardiac and Neuroscience, General Surgery, Specialist surgery, Oncology, Renal, Infectious diseases, Orthopedic, Hands and Plastics, Rheumatology, Elderly and the Pain service.

    Working with the Head of Nursing you will be responsible for maintaining the highest standards of patient care and aiming for the best patient, carer and staff experience within every department.

    You will lead a diverse team of staff delivering clinic-based care with the support of a clinical educator and a number of b7 nurses.

    You will be integral in supporting the CSU deliver its 7 Commitments and be involved in the planning, redesign of patient pathways and staffing models required for the out patients service.

    The post holder will also be integral in the plans to deliver services in the proposed new build on LGI site and the digital transformation of outpatient services across LTHT.

    The jobholder will have overall responsibility for the management of nursing/associated staff and the management of nursing resources/budgets with the CSU or a part of it.

    The jobholder will be accountable for ensuring the highest standard of clinical care is provided within the departments for which they are responsible and ensure the principles of clinical governance are implemented at a local level.

    The jobholder will work in partnership with the facilities department in ensuring high standards of hospital cleanliness is maintained, embracing the principles outlined in the Matrons charter.


    The jobholder will also support the implementation of a Patient Advice and Liaison Service (PALS), being a focal point for advice to patients and carers and local resolution of complaints.

    Within locality hospitals the role will also incorporate Hospital Site Management responsibility (e.g. hospital wide communication & Health & Safety).

    Current services within the CSU comprise of a number of outpatient and ambulatory care services across 3 hospital sites. Manage the delegation of ward/dept budgets to Senior Sister/Charge Nurses and Nurse Specialists providing support and advice as required.

    Ensure performance measures are implemented to monitor/develop financial management at ward/dept level.

    Review nursing establishments to ensure skill mix reflects current workload requirements and represents best use of resources.

    Oversee the use of bank and agency staff and monitor expenditure to ensure financial balance is achieved. Assess the impact of extra hours worked by staff on their performance and the needs of the service.

    Work with members of the Clinical Service team to deliver high quality, timely health care. Contribute to the implementation of National Policy.


    Work closely with Senior Sisters/Charge Nurses to secure and ensure the highest standard of clinical care is provided within available resources.


    Ensure that clinical governance processes at ward and department level encompass measures to ensure the quality of the fundamental and essential aspects of care within the CSU.

    Play a leading role in clinical benchmarking, ensuring examples of good practice are shared.

    Ensure nurses work within the Trust Nursing Policy and Practice Guideline framework. Lead developments in practice through policies and guidelines and support others in this process.

    Be responsible for the monitoring and auditing of standards of care.

    These standards will include areas such as cleanliness, quality of food and nutrition and the prevention and control of hospital acquired infection.

    Ensure appropriate environments and infrastructure for patient care is provided, with support from a named Facilities Manager.


    Deliver a quality service through setting and monitoring clinical and non-clinical performance standards, working in collaboration with housekeeping staff, catering, laundry, portering and clerical staff.


    Working with members of the CSU, play a leading role in the management of clinical and non-clinical risk in the speciality contributing to the development of a live risk register.

    Ensure risk assessments are undertaken in all areas in accordance with Trust policy and develop action plans accordingly.

    Ensure clinical and non-clinical incidents are reported in accordance with Trust policy and agree actions in response to these.

    Maintain a safe working environment, being aware of the requirements to comply with Health and Safety regulations. Address the concerns of patients and service users and respond to their suggestions for local quality improvements.

    Lead the investigation and management of complaints through local resolution and in accordance with the Trust complaints procedure, liasing with the Patient Relations department where necessary.


    Support the implementation of a Patient Advice and Liaison Service (PALS), being a focal point for advice to patients and carers and local resolution of complaints.


    Ensure patient records are completed in accordance with the NMC guidelines for records and record keeping and make arrangements to audit this.

    Champion the development of nursing practice.

    Working with Deputy Chief Nurse(s) and the Nursing Directorate to ensure the implementation & delivery of the Nursing Strategy.

    Act in accordance with the Nursing & Midwifery Code of Conduct.
    Registered Nurse (Level 1) or Registered Midwife (as appropriate)
