    Job summary

    City Hospice isa compassionate charity, dedicated to empowering individuals during theirend-of-life journey, providing knowledgeable and responsible care. As a member of the Senior Management team, the postholder will beresponsible for the management of the clinical support functions to ensure the efficient and smooth running of the palliative care service. The post will reportdirectly to the Clinical Director, and will work as part of the leadership teamto support our strategy of being recognised as the centre of excellence forpalliative care in Cardiff. The HospicePractice Manager will take an active role in the development of City Hospiceculture and values, to maintain our reputation for delivering excellent patientcare.

    Main duties of the job

The postholder will provideleadership and vision, overseeing all aspects of the clinical support functions,optimising efficiency and financial performance and ensuring City Hospiceachieves its long-term strategic objectives in a safe and effective workingenvironment.

    City Hospice was established in as a charity in 1984, and we are currently looking forward to celebrating 40 years of caring for the residents of Cardiff.

    Ours is a small team comprising Clinical, Counselling and Business Support staff working together to achieve our vision of providing palliative care and bereavement counselling services which are widely recognised as reflecting best practice in a centre of excellence.

    We have created a family environment which incorporates staff, families and volunteers. We celebrate life and enjoy a relaxed working environment, but never lose sight of our duty to , and responsibility for our patients.

    Job responsibilities

    Management

    Ability to motivate staff, delegate appropriately,lead change, deliver against key targets, and contribute to an organisationalculture of continuous improvement.

    Line management of clinical administration and MDT to include a full range of activities including performance, annual leave andsickness management. Lead regular team meetings to develop a team strategicfocus on delivering business objectives.

    Identify and implement systems to improve the efficiencyand effectiveness of the team, and act as a conduit for collaborative workingacross the organisation .

    Identify opportunities to develop and build capacityand resilience within the team.

    Act as a role model and demonstrate expert knowledgein conjunction with standards of clinical practice.

    Responsible for developing and building uponeffective working relationships with external key stakeholders.

    Be a champion of Equity and Diversity, ensuring goodcommunity culture utilising organisational tools and resources.

    Safeguarding: All employees have a duty forsafeguarding and promoting the welfare of children and vulnerable adults. Thepost holder is expected to undertake the appropriate level of safeguardingtraining.

    Clinical Standards

    The post holder will provide support, advice andleadership.

    The post holder will provide leadership to support servicedevelopment and improvement.

    The postholder will be responsible for identifying, adoptingand embedding good practice and innovation to help improve efficiencies andoutcomes of our processes and service

    The postholder will be expected to liaise closelywith the Clinical Director and Senior Clinical team to implement policies,strategies, guidelines and initiatives related to palliative care services.

    The postholder will identify, evidence and report instanceswhere KPIs are not being met.

    Responsible for day centre administrative resources

    Governance

    Responsible for coordinating and delivering the end-to-endprocess of the clinical audit.

    Ensure that the delivery of palliative care servicesare consistent with policy, strategy and guidance, to include relevantgovernance, quality and operational frameworks.

    Support the development and delivery of theGovernance framework for non-clinical aspects of care and service delivery.

    Take a leading role in investigating and managingincidents, complaints, and concerns.

    Ensure compliance against all clinical standards.Act as the responsible manager for compliance and regulatory standards.

    Financial and Planning Responsibility

    Responsible for the development and management ofthe Clinical Department budget.

    Responsible for embedding a culture of value for moneyand financial awareness.

    Responsibility for the maintenance of the clinicalrota and smooth running of the service in conjunction with the Clinical andBusiness Support Leads

    Manage services as required to meet contractual,quality and safety expectations.

    Take an active role in the Project OversightsCommittee

    Business planning and development - stay updated on opportunities, set goals and generate ideas to enhance patient services.

    Grants and Trusts

    Identify grant opportunities in line with strategicbusiness objectives.

    Work with the Finance team and Grants and Legaciesofficer to formulate and cost projectsfor grants applications and contracts.

    Responsible for ensuring that appropriate measuresare in place and data/reports are produced accurately, in line with milestonerequirements.

    Communication

    Ensure effective communication to enhance workingrelationships across the team.

    Ensure communication and working relationships areeffective, and that staff are engaged in the decision-making rationale.

    Generate and share knowledge and expertise with allmembers of the multi professional team, utilising any new knowledge to feedbackand inform practice.

    Committee Responsibility

    Manage, attend, and contribute to Service LevelAgreement Meetings with Cardiff and Vale UHB when required.

    Membership of internal and externalcommittees/groups as appropriate.

    Member of Health and Safety Committee. Responsiblefor ensuring that Health and Safety Policies are understood and observed

    Member of Equity, Diversity and Inclusivity group.All employees are required to follow and implement City Hospice EDI policy, andundergo any training and development activities to ensure that they can carryout their duties in terms of promoting, developing , implementing and reviewingthe policy arrangements in the course of their work.

    Data Management

    Embed a culture for improved data literacy acrossthe organisation, guiding teams to evidence based decision making

    Take responsibility to ensure compliance with legislation,policy, procedures and codes of practice in relation to systems, data andinformation governance

    Overall responsibility for all Clinical InformationManagement and Technology.

    Responsible for ensuring that all data andmanagement reporting requirements are delivered in line with deadlines set.

  • Experience of working in a hospital environment, NHS or similar hospice or third sector organisation
  • Familiar with NHS information management systems
  • Experienced line manager of multi-disciplinary team.
  • Proven ability to manage services to meet contractual, quality and safety expectations
  • Experience of developing, monitoring and managing costings for projects in conjunction with finance and grants and trusts depts.
