Historic England have a fantastic opportunity for you to join us as our Head of Major Projects.
This fast-paced role sits in the Programmes Department, which has responsibility for managing major programmes and projects of organisationally significant areas of work. Programmes sits in the Business Improvement Group – a dynamic part of Historic England that ensures HE is an adaptable, fundable and sustainable organisation that delivers for heritage by facilitating joined up working, inspiring, challenging and equipping people, nurturing innovation and productivity, managing grant spend and growing income.
In this role, you will support the Executive Team, Director of Strategy and Business Development and Head of Programmes in the delivery of Historic England's Corporate Plan through an agreed portfolio of capital and activity projects.
You will lead the successful and timely delivery of major projects and programmes to budget and within the Public Value Framework.You will build productive relationships and ensure that internal and external stakeholders are kept up to date and engaged with our projects.
The location of this role is National where we offer hybrid working, you will be based in one of our following offices and from home - Newcastle, York, Manchester, Birmingham, Swindon, Bristol, Portsmouth and Cambridge.
What you will be doing
Develop and lead the planning, implementation, and closure of major or organisationally significant projects and programmes. Working flexibly, readily reprioritising and utilising an entrepreneurial mindset to provide expertise and knowledge for new business opportunities and work coming into the department.
Work with the Director of Finance & Procurement, Director of Development, Head of Programmes and other senior colleagues to develop the organisation's approach to income generation, managing and inputting to the production of Treasury Green Book (and other format) business cases where required.
Take responsibility for ensuring that work is progressed to schedule and that appropriate risk, opportunity, issue and dependency management, quality control procedures, lessons learnt and benefits realisation approaches are in place for all programmes and projects, and to recommend and implement corrective measures where necessary.
Ensure the monitoring of performance, including any associated spend, in the individual programmes and projects is conducted in a consistent and appropriate manner and is ready for internal and external audit.This includes providing timely written and verbal progress reports to the Executive Team and other governance structures when required.
Work proactively with the Head of Programmes to creatively identify priorities for provision of national project or programme management resource to deliver large projects and programmes.
Lead and motivate cross-departmental programme and project teams (matrix working), ensuring development is progressed to schedule and that key issues are addressed proactively throughout the project lifecycle.
Lead and manage project and programme roles/teams effectively and fairly.
Be a full member of the Programmes Department leadership team, championing a consistent approach to project and programme management by actively participating in departmental and leadership team meetings, and proactively identifying and sharing interdependencies with other projects and programmes.
Deputise for the Head of Programmes at Business Improvement Leadership Team meetings and other meetings, as appropriate.
Offer mentoring and coaching support to colleagues delivering small to medium-size projects elsewhere in the organisation, promoting our online project management resources, participating in communities of practice, and participating in and initiating both in-person and remote opportunities for networking, learning and collaboration.
Take a leading role in maintaining effective relationships with selected partners as part of the HE-wide relationship management plan.
Be an effective internal and external advocate for Historic England and work collaboratively across the organisation to maximise our effectiveness.
Undertake any other reasonable duties commensurate with the grade and competencies required of the post requested by line management.
