- Responsible for managing complex Programme and/or Portfolio as delegated by the Head of Business, overseeing all Projects that fall below the Programme and/or Portfolio
- Accountable for all Projects that fall below the Programme
- Establish & maintain Programme and Project(s) team organisation, communications and stakeholder management plans
- Review and Approval of Programme and Project Customer ECRs/Proposals within the commercial delegated authorities limits
- Responsible for meeting Contract Programme KPIs
- Accountable for meeting Contract Project KPIs
- Responsible for collation, review and approval of Tactical and Strategic Resource demand
- Responsible for making resource priority calls within the Programme with approval from the Head Of Business
- Responsible for ensuring Integrated Baseline Reviews are carried out at the start of a new Project or major Contract change in accordance with L3Harris Policy and Process
- Accountable for Project PFR/CSRs, delegating to Project Managers that fall under the Programme, ensuring on time completion, PM process followed and reviewed and approved before each PFR/CSR. This includes attendance and support at the PFR/CSR meetings
- Responsible for collating corporate reporting for assigned Programme
- Accountable for Projects and overall Programme for key Business Objectives; including On Time Delivery Metrics, Gross Margin Targets and Recovery Plans, Sales and Cash for their Programme(s)
- Manage the customer relationship with their counterpart stakeholders
- Accountable for Customer Reporting for Contact Status Reviews, Steering Boards and where necessary to support recovery plans
- Reporting progress at Steering Boards
- Efficiently deliver clearly focussed customer & company project status reporting
- Accountable for Project Risk & Opportunity Registers(s), arranging regular reviews and communicating in monthly reporting cycle
- Support the development of programme/project management capability to support business & company growth (including managing own personal development and direct reports)
- Support the PM requirements for Bids and support New Business Opportunities
- Creating & maintaining Project and Programme schedules and associated WBS/OBS/RAM
- Work package development, assignment and control
- Development of Project Management Plans
- Metric implementation
- Incident & problem management
- Identifying & tracking key dependencies and interdependencies
- Risk and Opportunity Management Methodologies
- Accurate finance monitoring (Budget/Cost, ETC & EAC, Earned Value)

- Time, cost & scope evaluation of Change/Bids
- Embodiment of Change within Contract Baseline
- Ranking, sanctioning and tracking of Engineering changes
- Managing customer contracts, reporting and negotiating
- Build up and manage key stakeholder engagements
- Working with supply chain to manage relationship & performance of suppliers and subcontractors
- Interfacing with engineering management and team
- Good understanding and awareness of the engineering lifecycle
- Good understanding of software development methodologies, service and support contracts, training development and provision
- Setting decisions & priorities from a project / business perspective
- Communicates within and outside of own function or business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary.

Role:
The Naval Training Programme Manager will be required to manage assigned business programme/portfolio, responsible for all aspects of programme delivery including financial performance. The position will interface with senior customer and partner stakeholders. Naval Training includes the development, delivery and through life support of Training Solutions (Media and Courseware) for UK MoD programmes.
The Programme Manager will have a high level of knowledge and experience of delivering complex development projects through the project lifecycle to Time, Cost and Quality KPIs, with a broad knowledge of Project Management processes. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Leads and directs experienced professionals, lower level supervisors, or associate managers. Makes substantial improvements to systems and processes. Contributes to achievement of business goals and operating plans with direct impact on the business results.
