    All-Age Continuing Care (AACC) Improvement & Delivery Manager NHS AfC: Band 7

    NHS Lincolnshire Integrated Care Board has been established to support the wider health and social care needs of the population of Lincolnshire and will focus on to deliver its agreed vision of 'Better Lives for the people of Lincolnshire'.

    Job overview

    As part of a recent restructure, this post offers a new and exciting opportunity working within the business administration function of All-Age Continuing Care (AACC) for NHS Lincolnshire ICB.

    The successful candidate will support and contribute to the development and improvement of the overall service quality and performance, leading on key projects whilst focusing on areas of priority to facilitate continuous improvement.

    You will be committed to making a positive difference to those that access the service and work closely with colleagues in health and across social care to review process ensuring the highest standard of care is delivered.

    You will be experienced in working in a service improvement/change management role with a proven track record of successful implementation and delivery. You must be confident in engaging in discussion with multi-disciplinary teams, clinical and non-clinical including executive level.

    As this is a new role, you will need to have a flexible, enthusiastic approach and the ability to think creatively to develop the role whilst maintaining a professional business, and person-centred approach to service development.

    Main duties of the job

    You will have a strong focus on continuous improvement and process development and be pivotal in supporting the delivery of the AACC Operational Workplan and Comms & Engagement Strategy. As a key point of contact, you will be required to build and maintain existing relationships and networks across the Integrated Care System (ICS) to promote collaborative working ensuring that the relevant work streams are planned and managed effectively.

    AACC is a highly complex service, and you will be confident in reporting and presenting complicated information and financial, workforce, process, performance and patient related data in easily digestible formats for a variety of audiences within a formal setting. You must have a high degree of specialist knowledge and understanding of health service management underpinned by theory and experience.

    Project management experience would be a distinct advantage as you will be expected to manage multiple projects to support a variety of work streams. Working as an integral member of the wider team you will facilitate initiatives at a local and national level ensuring they are integrated in the wider work plan.

    Whilst this is not a clinical role, the emphasis will be on enhancing the delivery of services that are clinical as well as complex administrative support and brokerage services. You must be confident in communicating and engaging with both clinical and non-clinical staff at all levels across a range of directorates.

We are required to reduce expenditure to sustainable levels (in alignment to the ICS 5-year strategic plan) which broadly fall into three types of scheme; system wide transformation, system wide efficiency, ICB only efficiency.

    The ICB will promote good governance and proper stewardship of public resources in pursuance of its goals and in meeting its statutory duties. Good corporate governance arrangements are critical to achieving the ICB's objectives and financial sustainability.

    Detailed job description and main responsibilities

    • Contribute to AACC quality and performance improvement, taking a lead for identified areas, where agreed across the business admin function.
    • Collating findings from complaints and feedback to share lessons learned and improve service delivery.
    • Deliver against specified organisational objectives and projects, achieving quality outcomes, prioritising workload to deliver within specified timelines.
    • Contribute to short, medium and long-term business plans.
    • Work proactively with AACC senior management to ensure operational delivery and compliance with key performance indicators and other performance metrics.
    • Manage and regularly monitor operational trackers to ensure they are accurate and updated contemporaneously.
    • Provide high quality information, analysis and feedback, often requiring high levels of concentration.
    • Contribute to the development of ongoing performance strategies and the further development and implementation of improvement programmes.
    • Control and audit for business administrative functions, including remedial actions and training to address service deficiencies.
    • Supporting the development of performance and governance strategies and the development and implementation of improvement programmes to improve performance and governance
    • Deputises as required for Deputy Head of AACC Business Admin.
    • Lead on and manage, specific improvement projects that contribute to wider work plans and programme initiatives.
    • Develop robust communication mechanisms with key stakeholders and service users to ensure a proactive, collaborative approach is adopted to managing pressures to support the Lincolnshire health community and drive quality improvement.
    • Support the team to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively and timely.
    • Working closely with clinical managers to improve process and ensure delivery target and KPI's are consistently met.
    • Ensure accurate and open communication and co-ordination with a range of organisations and individuals, including communication of risks, issues and dependencies, including briefings andreports where required by regular contact with the teams, stakeholders, and Communications & Engagement Team.
    • Support the development of internal and external communications.
    • To ensure that within the AACC administrative team, all duties are carried out and recorded on the relevant systems in line with internal policies and procedures.
    • Lead on the preparation of relevant correspondence andpapers,as directed by Line Manager.
    • Responsible for organising and facilitating meetings for the department which may be complex, sensitive, political, and contain contentious information.
    • Participate in relevant internal working groups/projects, services and initiatives with the aim of providing information and analytical advice to the team.
    • Update, maintain, organise, gather and analyse information to /meet future organisational and team needs by identifying best professional practice.
    • Provide coordination of and participate in relevant meetings, reporting attendance and providing information, feedback and advice where requested.
    • Work with members of the team and key stakeholder to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solution.
    • Support and inform teams on the targeting of resources, monitoring, implementing, evaluating and delivery of plans by providing sophisticated, high-quality information and analysis.
    • Contribute to the financial delivery of the service ensuring it is cost-effective and delivered on time whilst working to an ethos of value for money and greater efficiency.
    • Identify opportunities for lean working and streamlining processes.

    Person specification Qualification/Experience

    • Health service management experience 2 years
    • Management experience 5 years
    • Post graduate in relevant subject field
    • Six sigma or similar lean or agile working methodology training/qualification

    Previous Experience

    • 2 years experience working within AACC or other health related service
    • Extensive knowledge and understanding of health and social care environment
    • Experience in communications & stakeholder management
    • 5 year demonstrable experience of line management and workforce development
    • Previous experience of delivering training across various disciplines and staff levels
    • Proven experience of managing and planning service redesign
    • Experience of risk management at a senior level
    • Awareness of equality and valuing diversity principles
    • Ability to engender trust and confidence and demonstrate integrity in the provision of advice, support and management.
    • Experience and understanding of evaluating and measuring performance
    • Working knowledge of Microsoft Project or other project management software
    • Experience of delivering project using lean methodologies
