    Description

    We are looking to recruit a DeputyDirector, Financial Services Strategy. The Financial ServicesStrategy (FSS) team is a diverse, collaborative and inclusive teamof 19 people. It sits in the centre of the Financial Services Groupand is responsible for ensuring a coordinated approach to thedepartment's overarching financial services strategy. The teamprovides a central hub to develop and drive overarching strategyand co-ordination on a range of sector wide initiatives. Thisincludes leading the group's input into key events in the financialservices and economic calendar such as Mansion House and Budget. Weare also responsible for the group's governance structures andprogramme management processes to monitor the delivery of financialservicespriorities.

    The teamalso has responsibility for the Treasury's regulatory strategy forfinancial services. This includes the relationship and keyaccountability mechanisms between the government and the financialservices regulators. The Financial Services Strategy team lead onthe government's financial services legislative programme. Thisincludes delivering the legislative programme to replace the verylarge body of assimilated EU law relating to financial serviceswith rules and regulations designed specifically for the UK. Itinvolves determining and delivering the future legislationnecessary to support the Treasury's strategic priorities for thefuture of financial services.

    The work isfast-paced and wide-ranging. The team works very closely withTreasury Ministers and senior leaders, setting strategic directionfor the group and supporting the implementation of the government'sobjectives across the financial servicessector.

    The DeputyDirector of FSS is expected to take an active leadership role inFinancial Services Group (around 170 people), alongside your DD andDirector colleagues in the Group Management Team.     Aboutthe Job

    Key responsibilities ofthe roleinclude:

    1. Playingan active role in the leadership of the Financial Services Groupthrough membership of the Group Management Team. Leading the FSSteam of around 19 FTE, setting a strong strategy for government'spriorities in financial services policy, helping the team deliverits policy objectives, and fostering a high-performing andsupportive team.
    2. Building relationships oftrust with Ministers, supporting them to meet their goals withevidence-led advice and providing appropriatechallenge.
    3. Building outstanding and influentialrelationships with senior leaders at the financial servicesregulators, in industry and across Whitehall, to further HMT'sobjectives on financial services.
    4. Balancingcompeting objectives and priorities in making strategicrecommendations to Ministers, undertaking horizon-scanning to spotupcoming opportunities and risks that the group should preparefor.
    5. Developing and delivering strategies forensuring the effective functioning of the Financial Services Group,ensuring a joined-up approach to strategy, policy and deliveryacross thegroup.

    The successful candidate willhave the ability to lead and motivate a team within a demanding,changeable and highly political environment. You will have a trackrecord of working across a large, complex and often technical areasof policy to identify key issues and opportunities. You'll workacross team and organisational boundaries to develop strongpartnerships that enable you to deliver a joined-up and strategicapproach to financial services policy. Further you will translatestrategic priorities into clear, outcome-focused objectives andworkplans, responding quickly and effectively to changingcircumstances and cutting through ambiguity to set clear directionfor the team and wider group. Lastly, build excellent andinfluential relationships and a track record of publicpolicy-making and working closely with regulators, in financialservices or a similarly technical and highly-regulatedarea.
