Brief Description
To provide Level 1 assurance to their customer and into the level 2 assurance process that appropriate Risk and Value Management (R&VM) processes are in place, being followed and are delivering the intended benefit across their business. To support the delivery of R&VM through the provision of specialist R&VM support services and the active enhancement of R&VM Culture & Competency.
As part of the planning and controls discipline within Northern Powerhouse Rail (NPR), this leadership role will ensure that all programmes within the NPR portfolio receive exemplary risk and value management support, necessary to successfully deliver high complexity programmes (PCA1), in a challenging environment.
This role will develop and maintain a risk and value framework, bringing together partners from the project teams, our supply chain partners and professional services personnel, to ensure efficient and effective management of risk and value.
This position is pivotal to setting the right culture across the teams, ensuring that risk management is kept at the core of our project delivery, where threats are identified, mitigated or avoided and opportunities are exploited.
About the role (External)
Key Accountabilities –
1.Provide Level 1 Assurance to their customer that appropriate R&VM processes and practices are in place, being followed and are delivering the intended benefit across their business.
2.Provide strategic leadership and guidance on R&VM, across a major programme or portfolio of regional programmes, together with their appropriate application to all stages of the project lifecycle.
3.Specify, document, support the implementation and maintenance of R&VM Processes across their business in line with the appropriate R&VM requirements.
4.Actively promote the R&V Management Culture & increase R&VM maturity, together with the application of R&VM to support their business.
5.Manage a team to deliver assurance and specialist R&V services which are beyond the capabilities of the local project community.
6.Maintain a robust view of required levels of R&V services. And ensure that suitably qualified & experienced resource is available to meet these requirements.
7.Participate in the leadership and development of the wider R&V function, including the delivery of the required management actions to effectively treat the functional R&V threats & opportunities.
8.Lead the progression of the people (skills based) R&VM profession competencies through the structured assessment, appraisal and provision of effective training and development programmes.
9.Own the communications of R&VM profession issues for the Region wide team, leading a team of discipline experts to provide specialist knowledge, support and guidance to the Capital Delivery organisation regarding R&VM tools & systems and their relationships with business continuity and project/programme progression.Develop and deliver region wide processes as applicable to the R&V profession and locally own R&V standards and processes.
10.Lead the implementation of ER&VM framework
Essential
·Experienced in the leadership & management of professional teams, with sufficient leadership competencies to be considered to be an "Area Leader" or have the capacity to attain that level of competence within a reasonable period.
·Challenge, influence and communicate risk at a senior level
·Recognised either technically or professionally as an expert who has such an in-depth knowledge that they can design or specify R&V activities and set strategic direction
·Able to hold Executive level managers to account for risk-informed decision making and risk-based process performance.
·Capable of setting or significantly influencing the direction of the skill area across the project community.
·Capable of actively and routinely developing the skill area by building on ideas from both internal and external sources; linking the development of the skill area with business objectives and winning the support of director level management.
Desirable
·Membership of the Institute of Risk Management or Association for Project Management Risk Practitioner.
·Experience in Network Rail's project management processes and procedures.
