    Marine Superintendent - Out of Port
    Full time .5 hours per week (Fixed term contract months)
    Location: Clyde or Portsmouth

    Serco have an exciting opportunity for a Marine Superintendent (Out of Port) to join our team at Serco. The key purpose of this role is to ensure that our Out of Port vessels and operations meet the standards and criteria required by the Company, Customer, Class and Statutory regulations and to ensure that Suitably Qualified and Experienced Personnel (SQEP) operate Company vessels in a safe, efficient and economical manner, and in full compliance with such requirements and regulations. Furthermore, this role will fulfil the role of Company Security Officer (CSO) for ISPS vessels and Deputy Designated Person Ashore (DPA) when required.

    This role can be site based from either Clyde or Portsmouth however does require flexibility for routinely travel between sites (Kyle of Lochalsh, Portsmouth, Plymouth and Clyde) and vessels as required.

    Main Accountabilities:

    Strategy and Plans

  • Planning and execution to ensure Customer, Company and Regulatory requirements are met for OOP vessels operated by SQEP personnel in a safe, efficient and economical manner and in full compliance with such requirements and regulations and expectations and achieve contract deliverables. This will include a requirement to scan horizons for impending changes to legislation/regulations and formulation of plans to address as and when required.
  • To conduct regular reviews of operational procedures monitoring and taking action to ensure compliance. This should encompass but not be limited to the planning and delivery of a programme of audits, drills and underway assessments that ensure professional standards are maintained while complying with regulatory and Company requirements.
  • Generation, promulgation / management of OOP vessel Audit plans and Major Incident Management exercises.
  • Identifying improvement opportunities within Company SMS, ensuring effective actions are taken and verified. This will be achieved by ensuring effective implementation and follow up of an audit / inspection routine and through ensuring that relevant documentation is maintained in support of the ISM Code. Analysis of trends and direction of resource / focus in raising awareness and directing corrective action.
  • To drive professionalism, marine assurance improvements and best practice across the OOP operation to develop and maintain a positive safety culture, heightened H&S awareness, and commitment to safety performance improvement.
  • Planning, delivery, instruction and mentoring of personnel undertaking personal professional development and Certificate of Competence training to meet requirement for long-term talent management, resilience and succession planning.
  • Trials planning and execution to ensure development and maintenance of safe operational procedures for existing vessels or modifications. This will include the conduct of associated hazard identification reviews, risk assessments and mitigations to underpin VOPs and operational safety. The Marine Superintendent will be responsible for the generation of Operational Safety Case reports and addendums with support from HSEQ Superintendents who will provide an SME lead in the completion and review of Risk Assessments within the Safety Case and VOP processes.
  • The Marine Superintendent OOP will take ownership of the OOP VOP register and review programme maintained by the Marine Operations Superintendent.
  • Development, maintenance and exercising of the OOP Major Incident Management Plans.
  • Act as Company Security Officer in the formulation and delivery of security advice, policies to Company and ISPS vessels.
  • Act as the Deputy Designate Person Ashore in support of Head of Maritime Safety and Compliance.
  • Support the Operational teams in their translation of the Head of Port Operations 'Priorities and Objectives' into meaningful aims and targets which they can identify with and deliver in support of the whole OOP organisation
  • Growth and Financials

  • To support the Head of Port Operations and Operational teams in seeking growth and new business opportunities.
  • To ensure effective financial controls, behaviours and management are in place to ensure maximum efficiency with respect to costs and revenue whilst meeting corporate and legal requirements.
  • Responsible and accountable for the assessment of Training Request Forms and communicating whether training is desirable and express to Head of OOP impact on resilience, career progression and financial position.
  • To provide subject matter expertise to Directors and Managers in support of organic growth and marine related bids, ensuring that own actions and advice supports all areas of the contract for effective financial management.
  • Customers and Markets

  • To develop and maintain a network of internal and external relationships commensurate with and to the extent required by the role and to enable the meeting of current and future regulatory / legislative requirements and operational needs. ( MCA, MAIB, Workboat Association and Chamber of Shipping).
  • To be the prime point of contact with the Customer and Harbour Authorities in all matters pertaining to marine safety assurance and / or regulatory requirements.
  • To provide a lead and example in customer service excellence and continuous improvement culture.

  • Organisation and People

  • Provide leadership, management, and oversight of afloat personnel to ensure compliance, instil professionalism and foster understanding of, and motivation to achieve, objectives.
  • Direct line management of master's SD Norther River, SD Victoria and Marine Operations Superintendent.
  • To ensure all employees understand their roles and responsibilities, both as an individual and what is expected of them as a team member.
  • Development of the understanding of, commitment to, competence in, and motivation towards compliance by employees with the Company's policies with regard to Quality Assurance and the SMS.
  • In conjunction with the Technical Manager / Superintendent, ensure that all assigned vessels are maintained in a safe and seaworthy condition in accordance with Company procedures and Statutory requirements, as well as complying with environmental monitoring and protection regulations.
  • Ensure professional development opportunities commensurate with business needs are identified and delivered with progress monitored and employees guided and mentored as appropriate to individual needs.
  • Work to a best practice operation framework using processes, procedures and systems that are aligned to those in place across the business, division and group as appropriate.
  • To actively ensure that all personnel activities comply with health, safety and other legal and / or regulatory requirements applicable to the contract.
  • To engage regularly with afloat personnel and provide a lead in professional forums.
  • Liaise with colleagues across Maritime Services to formulate policies and operational practices / procedures that may have applicability throughout the organisation.
  • To develop and foster mutually supportive and cohesive engagement with other Maritime Services Marine Superintendents which is focussed on alignment, resilience and sharing of best practice.
  • Work with the HSEQ Superintendent to ensure a positive safety culture and commitment to safety performance improvement. Engage with HSEQ team members to ensure mutual support in addressing joint objectives, taking the lead in matters pertaining to Maritime Regulatory Safety and Compliance and a supporting role with broader Company and Health and Safety Executive Requirements.
  • What you'll need to do the role:

  • Seagoing experience as a Chief Officer (minimum) in the previous 3 years.
  • Hold a Chief Officer (Unlimited) Certificate of Competency (as a minimum)
  • Experience as a Lead ISM Auditor
  • Comprehensive, up to date knowledge of UK Statutory Regulations / Classification Regulations and their application
  • Ship Security Officer experience
  • Company Security Officer experience
  • Explosive Responsible Officer Course
  • Desirable
