    Job summary

    The Head of Mental Health, Learning Disabilities & Autism (MH & LDA) provides leadership to the team working in their area. They will also work across a range of functions in Oldham Cares and the Strategic Commissioning Function to support performance, change and service management.

    Main duties of the job

    Lead the development programme and delivery plan for the designated specialty areas on behalf Oldham locality and Delivery & Transformation function

    Lead the development of the MH & LDA and transformation programmes associated with the designated specialty areas

    Develop and lead the programme of quality improvement across the designated specialty areas

    Support Oldham locality and Delivery & Transformation function in taking forward the commissioning agenda and the development of the integrated care organisation

    The post holder is responsible for providing professional expertise to commissioning for Oldham locality and Delivery & Transformation function for the designated specialty areas.

    The post holder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

    Job responsibilities

    Support scoping work for health services and resilience and translate outcomes into plans.

    As senior lead for commissioning working internally and externally to deliver projects, initiatives and services to time and in a cost effective way.

    To support the identification and sharing of best practice for the designated specialty areas.

    Establish and maintain relationships with key stakeholders across, Oldham locality and Delivery & Transformation function, Providers, GM ICS and other partners

    Effectively influence the strategic direction of health and care commissioning at a district, borough-wide and GM level.

    The post holder will be required to communicate and provide highly complex information to a wide range of internal and external stakeholders.

    The post holder will be expected to lead, plan and organise long term projects and be responsible for the reporting and delivery of them.

    Ensure that the programme area projects and initiatives are delivered on time, to quality standards and in a cost effective manner, adjusting plans as required.

    To carry responsibility for developing policy and procedure in the area of Commissioning for the designated specialty areas including briefings, commissioning, business or resources.

    Responsible for proposing and drafting changes to, and implementation and interpretation of policies, guidelines and service level agreements (SLAs) which may impact within Oldham locality and Delivery & Transformation function

    As a budget holder they will be expected to co-ordinate the budget for commissioning for the designated programme areas and manage this within the delegated limits and authority

    Responsible for supporting the commissioning of projects and procurement of services to support project delivery.

    Qualifications

    Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • Extensive knowledge of health care commissioning, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level or equivalent
  • Skills, Knowledge & Experience

  • Evidence of post qualifying and continuing professional development
  • Must have an understanding of the background to and aims of current healthcare and appreciate the implications of this on engagement
  • Developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level.
  • Excellent presentation skills for conveying complex concepts. Ability to use informed persuasion to influence others.
  • Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery
  • Ability to understand a broad range of complex information quickly and making decisions where opinions differ
  • Evidence of planning and delivering programmes, projects and services on time
  • Abilities for financial and staff Ability to work without supervision, providing specialist advice to the organisation. Working to tight and often changing timescales. Interpreting national policy for implementation.management
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
